IT Systems Analyst (Information Technology Analyst 2 (40 Hour))

Position Overview IT Systems Analyst (Information Technology Analyst 2) – Hartford, CT – Department of Administrative Services (DAS) serving the Connecticut State Department of Education (SDE). Full‑time 40 hours per week, Monday through Friday, first shift 8:00 a.m. to 4:30 p.m. Hybrid role at 450 Columbus Blvd. What We Offer Professional growth and development opportunities. Healthy work/life balance. Responsibilities Core Duties Document processes, troubleshoot issues, and resolve user requests to maintain system performance and reduce workload for senior staff. Assist in analyzing system interdependencies and supporting redevelopment or replacement of legacy platforms. Examples of Duties For All Functional Areas Act as liaison to hardware/software vendors, system developers, programmers and user community. Evaluate and recommend products. Participate in Request for Proposal (RFP) process. Assist in estimating cost for annual budget. Identify and implement opportunities for cost savings. Conduct system performance analysis, tuning and storage management. Assist staff and customers in using computer systems and software packages. Train operators, IT staff and end users on new procedures. Participate in recovery activities. Participate in evaluation of new related technologies. Analyze requirements and design systems. Participate in or coordinate project planning sessions with customers, analysts and team members to analyze requirements and provide design recommendations for moderately complex systems. Provide technical consultation on moderately complex issues regarding infrastructure usage and integration of application systems into the infrastructure. Participate in system integration testing of operating system, system utilities, hardware upgrades as well as new software and hardware technologies. Work with project team to define and design scope for each project. Plan, coordinate and schedule assigned projects. Coordinate resources for projects. Ensure timely completion of all phases of projects. Evaluate and recommend vendors. Perform related duties as required. Systems Programming Provide second or third level support for network connectivity or related network issues for the user community. Diagnose and resolve moderate network problems utilizing traces, hardware diagnostic tools, software aids, network management systems and utilities. Coordinate installation and maintenance of network components. Analyze network activity. Analyze capacity planning and facilities bandwidth requirements and system interdependencies. Manage, maintain and contribute to network system documentation. Develop backup procedures for LAN servers. Analyze recovery and reliability capability of systems and network services and make recommendations for improvement. Recommend hardware and software purchases in support of remote access. Configure and certify wiring. Participate in projects that involve troubleshooting, installing, implementing, administering, and maintaining network systems. Assign file access controls, encryption keys and other security attributes. Maintain host and/or front‑end processor communications software. Provide support to customers experiencing problems with hardware, operating systems and related utilities in servers. Assist in installation and maintenance of performance monitors, schedulers, program management systems and utilities, report generators and compilers. Configure and install application packages. Coordinate and/or perform installation and configuration of operating systems, new software releases, system upgrades and patches in support of hardware products. Coordinate backups and file management with operations staff. Proactively tune operating systems and system components to avoid performance problems. Write utilities for system management, reporting, file cleanup and auditing. Provide and maintain documentation and manuals necessary at operational level. Responsible for standards and design of physical data storage, maintenance, access and security administration. Perform functions associated with vulnerability and security risk assessments. Perform functions in support of investigative and forensics activity. Software Development Recommend and create action plans for system development and/or integration. Write utilities for system management, reporting, file cleanup and auditing. Configure and install application packages. Develop and maintain documentation and manuals necessary at customer level. Prepare time and cost estimates and initiate purchase requests for multiple projects. Create test files and perform system testing across multiple packages and systems. Write and program system specifications. Define work and/or data flow. Design screens, forms and reports. Define data elements. Prepare source code. Design and develop tables and relationships. Arrange necessary hardware and software availability for assigned projects. Analyze assigned specifications, codes, tests and implement software solution, utilizing appropriate software engineering processes. Debug and/or correct errors; maintain integrity of software. Maintain and enhance existing programs. Write utilities for system management, reporting, file cleanup and auditing. Design and develop routine to moderately complex applications. Responsible for all phases of systems development life cycle. Develop strategies for data acquisitions, archive recovery, security and implementation of routine to moderately complex applications. Define and develop the project scope of multiple projects. Construct operational Database Management System (DBMS) and data stores that enable informational, analytical management inquiry. Perform backup and recovery on database management systems. Configure database parameters, and prototype designs. Provide basic database support and troubleshooting. May be responsible for design, development and implementation of new system interfaces for applications on multiple platforms from mid‑range computers to client servers and internet‑based environments. Perform related duties as required. Database Administration Recommend and create action plans for system development and/or integration. Develop and implement network security procedures. Install, configure and program hubs, routers, bridges, gateways, servers, multiplexors, modems and other communications equipment. Install, monitor, maintain and upgrade network access to servers and mainframe services. Maintain host and/or front‑end processor communications software. Monitor network traffic for malicious activity. Perform related duties as required. IT Security Assist in developing, testing and maintaining agency disaster recovery plans (DRP) designed to restore IT system operability. Assist with development of processes and procedures in support of IT Business Continuity Planning. Perform functions in support of platform recoverability assessments and Business Impact Analysis (BIA) to determine and assess the impacts associated with disruptions to business functions. Perform functions in support of risk analysis of IT environments by assessing administrative, technical and physical safeguards. Assist with IT investigations to include maintaining chain of custody procedures. Perform forensics and document detailed reports of findings. Monitor network activity for malicious activity. Perform related duties as required. Knowledge, Skills, and Abilities Knowledge of IT equipment and diagnostic tools. Principles and techniques of systems analysis, design, development and programming. Principles of information systems. Principles and theories of business and planning functions. Programming languages and capability of computer technology. Methods and procedures used to conduct detailed analysis and design of computer systems. Principles and techniques of software generation and programming. Practices and issues of systems’ security and disaster recovery. Computer operating systems. Project management principles and techniques. Principles and techniques of business information systems re‑engineering. Interpersonal skills, oral and written communication skills, technical problem solving, logic and analysis, problem solving. Project coordination skills. Analytical and troubleshooting skills for data communications problems. Ability to write, test and debug computer programs. Use of programming development tools. Prepare manuals, reports, documentation and other written materials. Identify, analyze and resolve complex business and technical problems. Analyze and debug complex software programs. Minimum Qualifications General Experience Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related support area. Special Experience One (1) year of the General Experience must have involved professional IT work in areas such as installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems; network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; or performing any closely related professional IT function. Substitutions Allowed College training in management information systems, computer science or information technology‑related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (½) year of experience to a maximum of four (4) years for a bachelor’s degree. A master’s degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience. Preferred Qualifications Experience providing technical support or troubleshooting for enterprise‑level information systems. Experience working with legacy systems and participating in system modernization or migration projects. Experience analyzing data, system interdependencies, and mapping data flows across multiple platforms or applications. Experience documenting system processes, workflows, and technical procedures. Experience using IT service management (ITSM) tools to log, manage, and resolve support tickets.
