Facilities Technician Supervisor

The Facilities Technician Supervisor reports to the Manager of Public Facilities and serves as a working supervisor responsible for both leading staff and performing skilled technical work related to the construction, installation, maintenance, repair, removal, and inspection of Capital Metro's public transit infrastructure. This position provides day-to-day supervision, work direction, training, coaching, scheduling, and performance oversight for Facilities Technicians while ensuring work is completed safely, efficiently, and in compliance with agency policies, procedures, and quality standards. This position also performs skilled work involving bus stop shelters, signage, poles, lighting systems, solar-powered equipment, transit amenities, and facility structures located throughout the service area. The supervisor performs boom lift operation, loading, rigging, concrete demolition, patch work, solar installation, welding, painting, ground maintenance, and equipment operation duties while ensuring all facilities remain safe, functional, clean, and compliant with agency standards. This position requires independent decision-making, emergency response capabilities, and the ability to work in varied weather and environmental conditions.

Supervision of Assigned Personnel

• Coordinate and supervise the daily work activities of up to three assigned employees, ensuring work is completed safely, efficiently, and in accordance with agency standards.
• Assign tasks, monitor productivity, and provide day-to-day guidance, instruction, and technical assistance to assigned staff.

Installation & Construction

• Install, assemble, construct, relocate, and remove transit amenities (shelters, poles, signage, benches, lighting), including fabrication and manufacturing of signage and facility components.
• Operate heavy equipment (boom cranes, telehandlers, forklifts) and manage loading, unloading, organization, and secure handling of materials and inventory.

Maintenance & Repair

• Perform preventive and corrective maintenance on transit infrastructure, including shelters, signage, lighting, poles, and display units.
• Execute multi-trade repairs (electrical, solar, carpentry, welding, concrete, metal fabrication, painting) and perform site preparation, concrete demolition, and structural repairs.
• Respond to vandalism, vehicle damage, weather-related incidents, and emergency repairs to restore facilities to safe, operational conditions.

Facility & Grounds Maintenance

• Maintain cleanliness and appearance standards across transit centers, rail stations, bus stops, and park-and-ride locations.
• Perform pressure washing, steam cleaning, graffiti removal, debris removal, and biohazard cleanup.
• Conduct grounds maintenance, including mowing, trimming, vegetation control, pest management, and general upkeep of facilities and storage areas.

Operational Support & Quality Assurance

• Complete work orders, inspections, asset documentation, and data entry in maintenance systems while supporting task completion and work quality monitoring.
• Train and mentor employees; review completed work to ensure quality, compliance, and adherence to agency standards; support special events, service changes, and emergency operations.

Safety & Compliance

• Follow all safety policies, utilize PPE, maintain safe work practices, ensure compliance with environmental and regulatory standards, and promptly report hazards, incidents, and security concerns.
• Support Capital Metropolitan Transportation Authority's Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.

Other Duties

• Perform additional duties and special projects assigned.

Supervise department personnel by planning, scheduling, delegating, and overseeing daily work assignments; coordinating work with vendors and consultants; supporting employee training and development; monitoring work performance; and providing recommendations related to hiring, performance management, and other personnel matters.

Qualifications

What You Bring

• Minimum age of 21 years.
• High School Diploma or GED equivalent.
• Eight (8) years of experience in construction, building maintenance, facility maintenance, or related experience in the field, including three (3) years of experience involving carpentry, painting, shelter installations, electrical systems, solar systems, ground maintenance, or similar trades.

Licenses and Certifications

• Valid Texas Driver License with an acceptable driving record.
• CDL Class B preferred.
• Ability to obtain and maintain required agency certifications and equipment operation qualifications.
• Welding certification preferred

Pre-Employment Requirements

• Successful completion of a physical examination, drug screening, and agility assessment.
• Crane Operation and Rigging
• Knowledge of crane operations, rigging practices, load securement, equipment setup, inspection, maintenance, and safe lifting procedures.
• Ability to safely operate, maneuver, transport, and secure mobile cranes and related lifting equipment in accordance with manufacturer specifications.
• Ability to interpret load charts, assess site conditions, perform lifting operations, and communicate effectively with spotters and riggers.
• Knowledge of reeving procedures and the proper use of slings, shackles, hooks, lifting devices, and specialty attachments.
• Ability to maintain compliance with OSHA, ANSI, DOT, and Capital Metro safety standards related to crane operations and rigging.

Knowledge, Skills, and Abilities

• Demonstrated knowledge utilizing computerized work order systems and performing data entry.
• Ability to operate construction equipment and power tools required.
• Ability to read and interpret work orders, drawings, technical specifications, and safety procedures.
• Ability to safely operate heavy equipment, vehicles, tools, and specialized machinery.
• Strong problem-solving, organizational, communication, and time-management skills.
• Ability to work independently, provide guidance and training to others, and respond to emergency or after-hours situations as needed.

Work Environment and Physical Demands

Work is performed in an office and outside environment with exposure to inclement weather and adverse weather conditions. This position works with multiple project timelines and is responsible for work of a complex nature.

Incumbent must have the ability to stand, walk and travel 90% throughout the workday, as well as be able to bend, kneel, stoop, crawl, reach, climb ladders up to 16 feet in height and work at heights and in confined or restricted work areas when required. Wear and utilization of PPE as appropriate and required. This position will need to have the ability to work varying shifts, days, nights, weekends, holidays, and rotating shifts, major community events, including festivals, transit service changes, and emergency operations with limited notice, to meet the department's needs. Must be available to respond to emergency weather events, facility damage incidents, and service restoration efforts, and be able to safely operate a motor vehicle. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 80 lbs., with assistance, perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. This position may require work beyond a normal forty-hour weekly schedule.
