Program Analyst

Overview The Program Analyst reports to the Managerial Cost Accounting (MCA) Site Manager for sites in Vancouver, WA or Rosburg, OR. The analyst maintains the Decision Support System (DSS) database and supports the MCA program by providing data on patterns of care and outcomes to VA clinical and administrative managers. Qualifications Time‑in‑grade requirement: For a GS‑11 position, candidates must have been in federal service at a GS‑09 or higher for at least 52 weeks within the past 52 weeks. Required experience: Minimum of one year of specialized experience equivalent to the GS‑09 level, including communication skills, proficiency with the MCA software package, data maintenance, monthly processing, report generation, and use of Microsoft Office tools. Educational equivalency: A Ph.D. or equivalent doctoral degree, or at least three full years of graduate education beyond a master’s degree. Combination of education and experience may also satisfy eligibility. SF‑50: A current SF‑50 evidencing one‑year time‑in‑grade eligibility. Duties Ensure the VISN and its facilities are in full compliance with VHA and VA policy and regulatory requirements related to financial, managerial cost accounting, and utilization activities. Identify system inconsistencies and recommend solutions related to all aspects of the cost accounting program across multiple hospitals. Perform in‑depth financial and clinical reporting that facilitates innovation at individual Network sites and across Networks. Plan and implement a coordinated organizational approach to strategic planning utilizing DSS, HSS, and other analytical staff. Implement initiatives to assess goal achievements and cost benefits. Ensure standardized practices are utilized Network‑wide in the administration functions of workload capture, cost allocation, RVUs, and labor mapping. Apply analytical and clinical knowledge, developmental and advisory skills toward recommending improvements in managerial policy, procedures, and structure. Evaluate clinical and financial data across all levels of the network, emphasizing financial and workload analyses (patient utilization). Use Office software to analyze large data sets. Foster a corporate culture of public‑service accountability and excellence. Consult with all organizational levels in hospitals and other interested constituencies regarding strategic and operational activities. Assist coworkers, task groups, and hospital administration in the decision‑making process through problem analysis, needs assessment, and strategy development. Motivate a diverse group of top‑quality professionals and administrative employees. Work schedule: Monday–Friday 7:30 am–4:00 pm PST (compressed/flexible time available). The position is non‑virtual.
