Program Analyst
The Criminal Division is organized into multiple branches to combat Violent Crime, White Collar Crime, and Organized Crime, and is looking for qualified candidates interested in joining our mission to Protect the American people from harm and uphold the Constitution of the United States. Salary GS7 $57,736.00-$75,059.00 (Locality)GS9 $70,623.00-$91,815.00 (Locality) Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.
Key Requirements
- Must be a U.S. citizen
- Must be able to obtain a Top Secret-SCI clearance
Major Duties: GS-7
- Responsible for conducting less-complex studies or segments of larger, more complex studies in order to identify, analyze, evaluate, and improve the effectiveness and efficiency of Division operations or programs.
- Assists higher-graded employees in conducting analytical studies related to program controls, productivity improvement, management improvement, and workforce planning which may include the effectiveness of work methods, manpower utilization, and the distribution of functions.
- Prepares and presents findings, orally and in writing, to senior specialists and/or management in the office.
In addition to the above GS-9
- Conducts studies regarding the effectiveness and efficiency of administrative programs and furnishes recommendations to problems that impact program goals and objectives.
- Oversees the analysis of management/program processes to identify inefficiencies, streamline methods and to ensure administrative requirements are met.
- Researches policies, directives and regulations to evaluate and develop new ideas and/or techniques to improve business operations.
- Drafts proposals and recommendations for organizational changes.
Qualifications and Evaluations

Specialized Experience (SE) GS-7: Applicant must possess at least one (1) year of SE equivalent to the GS-5 grade level. SE is defined as follows:
- Experience communicating to relay information, prepare reports, and accomplish tasks.
- Experience providing guidance on a variety of established policies and procedures.
- Experience gathering, organizing, and maintaining information on a variety of systems.
In addition to the above GS-9: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-7 grade level. SE is defined as follows:
- Experience applying research and analytical techniques to identify and resolve procedural or factual challenges.
- Experience in evaluating programs to determine current efficiency and effectiveness.
- Experience using business and management principles involved in strategic planning and resource allocation.
Education All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows: GS-7 : Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership. GS-9 : Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Actions such as promotion, within grade increase, or reassignment actions must be submitted as your most recent SF 50.
- Most recent Performance Appraisal; not applicable to current FBI employees Veterans: DD 214; Disabled Veterans: DD 214, SF-15, and VA letter dated 1991 or later
- Memorandum for Record (MFR): Work performed outside assigned duties (that would not normally be documented on an SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation:
- Percent of time worked in the particular position (cannot conflict with main duties.
- The month/year work began Frequency worked (i.e., daily, monthly, etc.)
- Specific duties performed
