About the Office of Commissioner Rodney Ellis There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government. Commissioner Rodney Ellis represents the constituents of Precinct One. With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races. Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike‑and‑bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents. Essential Duties and Responsibilities Leadership & Team Management (20%) Lead, mentor, and develop teams responsible for supplies, parts management, and quality assurance. Establish clear performance expectations, KPIs, and accountability structures. Foster a culture of safety, continuous improvement, and operational excellence. Coordinate staffing, training, and workload distribution to meet operational demands. Fleet Supply & Parts Management (20%) Oversee procurement, inventory control, and distribution of fleet supplies and parts. Ensure accurate forecasting, stock levels, and replenishment strategies to minimize downtime. Implement and maintain inventory management systems and best practices. Partner with vendors and procurement teams to optimize cost, quality, and delivery timelines. Quality Assurance Team Members & Functions (20%) Manage quality assurance specialists who perform inspections, audits, documentation, and compliance activities. Coordinate and participate in state inspections alongside QA specialists to ensure regulatory compliance and fleet readiness. Monitor QA metrics and collaborate with fleet maintenance leadership to address trends or recurring issues. Support the development and implementation of QA policies, procedures, and training. Telematics & Data Management (20%) Oversee fleet telematics reporting, ensuring accurate tracking of vehicle performance, utilization, safety events, and maintenance indicators. Analyze telematics data to identify operational inefficiencies, safety concerns, and opportunities for improvement. Manage fleet databases, ensuring data accuracy, integrity, and accessibility for reporting and decision making. Develop dashboards, reports, and data tools that support leadership visibility and operational planning. Operational Coordination (15%) Collaborate with fleet maintenance, operations, procurement, and safety teams to ensure seamless workflow and communication. Develop and maintain standard operating procedures (SOPs) across all managed functions. Identify process gaps and lead initiatives to improve efficiency, accuracy, and service quality. Ensure timely reporting, data accuracy, and operational transparency. Other (5%) Other duties as assigned. Education High school diploma or equivalent. Experience Minimum of 5 years of experience in fleet operations and maintenance support. Licensure Clean and valid driver's license. Knowledge, Skills, and Abilities Strong understanding of inventory management, procurement processes, and quality assurance principles. Experience with fleet telematics systems, reporting tools, and data‑driven decision‑making. Ability to manage teams and priorities in a fast‑paced environment. Proficiency in database management, data analysis, and reporting software. Excellent communication, organizational, and problem‑solving skills. Lean, Six Sigma, or similar continuous improvement training. Knowledge of regulatory standards relevant to fleet operations (DOT, OSHA, state inspection requirements). Work Environment The Fleet Supervisor works in a mixed operational environment that includes office settings, workshop/garage areas, outdoor fleet yards, and various County facilities. The role requires regular interaction with mechanics, vendors, drivers, QA personnel, and departmental leadership. The position may involve exposure to noise, moving vehicles, equipment, and varying weather conditions when conducting inspections or overseeing field operations. Occasional travel between County locations and fleet sites is required. Work may involve managing multiple priorities in a fast‑paced environment with deadlines driven by operational and regulatory needs. Physical Demands The role requires the ability to stand, walk, bend, and move through fleet yards and maintenance facilities for extended periods. The Fleet Supervisor may need to lift, carry, or move materials and parts weighing up to 25 pounds. Duties may include climbing steps, entering and exiting vehicles, and performing visual inspections of equipment and components. Adequate vision, hearing, and manual dexterity are necessary to complete inspections, review documentation, and operate computers and telematics systems.
