Distribution Design Tech Lead

Lead Distribution Design Technician (DDT) The Lead DDT supports Tampa Electric Company’s distribution system construction and maintenance projects. The role is a key point of contact for customers, external contractors, and governmental agencies, reviewing and approving work requests for accuracy and completeness and serving as a subject matter expert on power quality issues related to the distribution design function. POSITION CONCEPT The Lead DDT serves as an essential point of contact to customers, external contractors, and all governmental agencies. The Lead DDT is responsible for work request review and approval for accuracy and completeness, and serves as a subject matter expert on power quality issues in relation to the distribution design function. PRIMARY DUTIES AND RESPONSIBILITIES Meet with customers to conduct needs and feasibility assessments on new construction projects and load additions. Determine schedule and required completion dates for different construction phases. Meet with the DOT, county, municipalities, and other utilities to pre‑plan construction and determine impacts to existing roads and utilities. Represent customers in weekly PO power‑of‑watch meetings with involved TEC departments. Manage communication to all entities involved in construction activities, documenting updates through memos and emails as necessary. Provide project management for large projects that may span many years, including large retail stores, schools, or residential communities. Create and/or process Work Requests (WR) in the Work Management System (WMS). Divide jobs into phases and crews, establishing different WRs for each crew involved, including overhead line crews, underground line crews, service crews, and grounding contractors. Enter and continually update targeted schedule dates, work status, and other project details in WMS for all associated WRs. Assist the service area DDTs in determining the most economical and reliable solutions for the customer and TEC’s distribution system, and in load analysis using appropriate software. Assist DDTs in resolving identified GIS errors and in ensuring all WRs upload properly into WMS. Review GIS prints of DDTs for accuracy and clarity. Oversee the production of construction prints and right‑of‑way permit drawings for field construction, operations, and contractors. Verify WR activities are correctly coded and charged to the appropriate accounts for capital and O&M projects, and assist DDTs in producing cost estimates. Use visual and physical inspections to determine the need for maintenance, replacements, or upgrades of TEC distribution facilities. Serve as SME on power quality issues and may interface with large industrial customers and the service area Operations Engineer. Serve as the service area project lead for Osmose pole inspections and replacements, tracking completed and in‑process WRs associated with the TEC storm hardening plan. Work closely with the service area Operations Engineer in customer relations, power quality investigations, and PSC complaints. QUALIFICATIONS Full supervisory responsibility for administrative staff, including performance review, coaching, and counseling duties. Team lead responsibilities providing guidance, mentoring, and work approval to service area DDTs. Experience with distribution operations, planning, standards, engineering, and a broad range of business functions such as metering, real estate, transmission, field construction, and regulatory affairs. Interaction with residential, commercial, architectural, engineering, electrical, developer, contractor, city, county, FDOT, CSX, EPA, and homeowner association stakeholders. Education Required: Minimum of a high school diploma or equivalent certificate. Preferred : College degree or technical certification may substitute for part of the minimum experience requirement. Licenses / Certifications Valid Florida state driver’s license with a safe driving record. FDOT Maintenance of Traffic (MOT) certification. Power PROS distribution design certificate from Skills Training Center. Experience Required: Minimum of 2 years of direct work experience at the senior DDT level performing the duties and responsibilities of this position. Preferred: Experience managing large capital projects in excess of $1 million and direct experience in a service area with knowledge of local systems and critical customers. Knowledge / Skills / Abilities (KSA) Demonstrated effective leadership and team skills; ability to plan and perform work independently and adapt to changing priorities. Advanced technical skill and knowledge of functional areas, with the ability to adapt processes and procedures as needed. Strong computer application skills, including WorkPro, GIS, PoleForeman, CIS, DOD, DE Toolkit, voltage monitoring software, and Microsoft Office. Preferred KSA Above average knowledge of power quality issues, including protection coordination, voltage effects, causes of voltage drop and flicker, radio and TV interference, and load transfer recommendations. Work takes place both indoors and outdoors in varying weather conditions. Stress levels vary depending on workload and customer deadlines. Physical Demands / Requirements The Lead DDT may work in field conditions near energized electrical equipment, walk on rough terrain, and lift objects up to 50 lbs, while wearing fire‑resistant clothing and personal protective equipment as required.
