General Purpose of PositionManages and oversees the maintenance of water department operations, completion of complex projects, and work on capital projectsMajor Duties and ResponsibilitiesDevelops and manages the departmental budgetProposes line-item budget based on prior yearTracks expenditures on a monthly basisReceives and tracks monthly expenses to stay within budgetPrepares and distributes the appropriate information needed to prepare annual budgetOversees and maintains annual budgetSupervises departmental personnelSupervises all employees, establishing all scheduling practices and assigning appropriate tasksOversees needed discipline and tracks all applicable documentationAssures professional development for each employeePerforms administrative duties related to departmental functionsMaintains adequate inventories of supplies and equipmentPurchases supplies following City policies and proceduresAdvises Public Works Superintendent regarding progress of projects and assigned jobsAssists and works with the Public Works Superintendent on departmental projectsDevelops bid specifications for equipment and/or projectsParticipates in the City's comprehensive planning processComplete all reports and paperwork as requiredMaintains well housesCleans equipment and facilityMaintains proper pressure and chemical balance in systemMake sure water towers are at proper levelsTroubleshoots gauge or pumps malfunctionsRefills chemicals, air tubes, etc. when necessaryInstalls and maintains potable water systemChecks and maintains well houses, pumps and other system componentsRemoves and replaces components when neededDetermines if components can be repaired or must be replacedChecks system components to assure proper operationParticipates in public relations and educationCommunicates regularly with various stakeholders, including City staff, other government entities, contractors and developersAttends board meetings and other meetings as requiredProvides technical assistance to city officials and the general public regarding water and wastewater issues as requestedOversees the City's safety programs for all but Police DepartmentPrepares agenda for monthly safety meetingsTypes and distributes minutesSchedules employee trainings, as requiredMaintains separate safety filesCompletes annual safety evaluation according to insurance providerMay occasionally serve as an equipment operatorServes as other departmental personnel as neededPerforms similar duties for other City departments as assignedPerforms other duties as directed Education and ExperienceThe person in this position must have a high school diploma or its equivalent; some college or vocational training in civil engineering or a related field is preferred. At least five years of progressively responsible water or wastewater construction or maintenance experience is strongly recommended, with at least three years of supervisory experience.
