JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.The Industry and Security Analysis Group (ISAG) within JOID provides analytical, technical, and program support to promote, grow, and protect the U.S. industrial base. ISAG’s support spans the Department of Defense (DOD), Department of Commerce, and other agencies to deliver critical decision support to national security leaders. Our team informs policy decisions, enables execution of comprehensive strategies and monitors and reports on the effectiveness of implementation. This enables senior leaders to execute strategies for developing and sustaining a robust industrial base that meets our nation’s strategic resource objectives. From policy to practice, we are a team of economic and national security professionals providing innovative solutions for our Nation’s most pressing security challenges.We have an immediate need for a Critical Infrastructure Analyst (Telecommunications) to provide onsite support at the Mark Center in Alexandria, VA.ResponsibilitiesThe Critical Infrastructure Analyst supports the Office of the Deputy Assistant Secretary of War (DASW) for Global Investment and Economic Security (GIES) on The Committee on Foreign Investment in the United States (CFIUS) Telecommunications Services Sector (also known as Team Telecom). Team Telecom is an interagency committee that advises the Federal Communications Commission (FCC) in its public interest review of national security and law enforcement concerns that may be raised by foreign participation in the U.S. telecommunications services sector. This role includes domestic and, possibly, international travel. The candidate will review Team Telecom applications, to include documents relating to FCC license applications (relating to satellites, subsea cables, international networks, and other related areas), corporate ownership structures, cybersecurity and physical security policies, and USG contracting information. Conduct due diligence and fact-finding research independently and with the support of DoD stakeholders to assess risk arising from foreign participation in each FCC application review and the implications to DoD’s security interests, communications, network resiliency, supply chain, personal data and cybersecurity. Analyze open-source and classified information on telecommunication security issues to formulate actionable policy recommendations for DoD leadership decision. Author analysis papers regarding the risks of foreign participation in each application review and advise the interagency Committee of the Department’s recommendations. Support evolving telecommunications and technology security policy developments as required.QualificationsRequired:Bachelor's degree required with a desired focus area in National Security, Cybersecurity, or International Relations3+ years of relevant risk analysis experience; or 5+ years of experience supporting national security issuesFamiliarity with Team Telecom, CFIUS, export controls, sanctions, or other related USG processesProven research skills to support technical, legal, and financial questionsAbility to communicate clearly both verbally and in writingAbility to travel; ability to work fully onsite based on client needsActive TS/SCI clearanceDesired:Master's degree in the areas of Computer Science, Computer Engineering, Information Technology, or Cyber SecurityExperience in the telecommunications Industry especially in operations, services, and/or technical positionsExperience or certifications in the cybersecurity realmPrevious OSD or major staff experiencePay Range InformationAt SPA, we strive to deliver a robust total compensation package that will attract and retain top talent.
