Job Description

Performs professional work assisting with the planning, organizing, and managing of human resource functions including benefits administration, risk management, training and development, staffing and retention, employee engagement and relations, compliance, classification and compensation, safety, and related work as required. Work is performed under the supervision of the Human Resources Director. Full supervision is provided for the human resources specialists. First review of applications will be on July 29, 2026. The full salary range is $81,905.51 to $122,858.26.

Essential Duties of the Position

The following duties are those considered most essential to the position. This does not preclude the delegation of other duties considered as necessary by management to successfully complete an assignment or project.

• Provides support, assistance, and direction to employees, managers, and supervisors regarding human resource issues and concerns relating to employees, employment and recruitment, benefits, compensation, risk management, and employee assistance and development programs.
• Leads departmental efforts for multiple human resources functions such as benefit administration, training and development, hiring and retention, or classification and compensation.
• Coordinates with the Human Resources Director to identify organizational and departmental needs.
• Assists in the development and implementation of departmental priorities and plans.
• Reviews and recommends updates to personnel policies and practices.
• Assists in development of employee benefits plans for group health, dental, long-term disability, life insurance, 401(k), retirement, flexible medical, dependent care spending accounts, and voluntary benefits offered to employees.
• Assists in administration of the classification and compensation process, merit and market adjustments, and related practices.
• Assists with safety and risk management program oversight including the workers' compensation plan, property, and general and professional liability.
• Assists with performance improvement, disciplinary, and grievance procedures, as needed.
• Manages assigned staff including all aspects of employment including the recruitment and selection process; interviews and recommends candidates for hire; allocates personnel resources; plans, supervises and oversees the work of assigned division supervisors; conducts performance evaluations on assigned personnel; recommends salary increases, disciplinary action and termination.
• Identifies and manages opportunities for enhancement to existing HR software programs and integration between programs.
• Performs the duties of Human Resources Director in the Director's absence.
• Performs other duties as assigned.

Minimum Required Education and Experience

Knowledge of personnel practices, procedures, rules, and regulations; knowledge and ability interpret state and federal regulations regarding employment and personnel management; knowledge of computer systems and software applications. (Microsoft, Tyler/Munis, Neogov, benefit enrollment, etc); skill in analyzing issues and developing reasonable solutions; skill in navigating complex employee relations; ability to present ideas effectively, both verbally and in writing; ability to interpret, apply and implement existing and new policies, practices and procedures based on regulatory requirements and best human resources practices; ability to establish and maintain effective working relationships with town officials, associates, benefit carriers, job applicants, and the general public. Bachelor's degree with coursework in personnel management, business administration, or related field and at least 5 years of progressive experience in human resources program administration with some supervisory responsibilities. Or a combination of training and experience that provides the required knowledge, abilities, and skills to complete the essential functions and job responsibilities of this position. Possession of an appropriate driver's license valid in the State of North Carolina. Preferred human resources certification (SHRM-CP, SHRM-SCP, PHR, PSHRA-CP, PSHRA-SCP, or similar).

Supplemental Information

This position's physical requirements involve light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to move objects, including the human body. Additionally, the following physical abilities may be required: balancing, grasping, handling, hearing, lifting, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity, and/or walking. Work has no exposure to environmental conditions. Work is generally in a moderately noisy location (e.g. business office with computer printers, light traffic).
