Capital Project ManagerJoin our City of Oak Harbor team to help build a legacy of commitment to excellence in diversity, equity, and inclusion in our vibrant waterfront community.The Capital Project Manager performs advanced project management responsibilities. Under the guidance of the City Engineer, this position plans, budgets, and schedules all aspects of more complex, and/or highly visible capital improvement and other City Funded/sponsored projects; administers consultant contracts; coordinates design reviews, environmental reviews, coordinates property and permit acquisition; coordinates building and contract awards; may oversee construction management teams; and monitors project closeouts. Projects assigned at this level generally have City Administrator, Council, and/or significant public interest. Project budgets tend to be larger than most capital projects.Work activities involve multiple skills and may include, but are not limited to, any or all of the following depending on area of assignment, crew needs, emergency services, special projects, and seasonal factors:Coordinates and/or attends planning meetings to determine objectives, program plan and projects scopes.Develops and negotiates schedules for design and construction, monitors and coordinates activities of contractors, consultants, committees, community organizations, and users during construction.Coordinates consultant selection process. Prepares negotiates and administers consultant agreements.Develops contract and project specifications and negotiates contracts for design and construction of projects.Coordinates review of design and construction work performed by consultants and contractors.Monitors and evaluates project construction and costs to ensure timely progress, and ensure compliance to specifications and budgetary restrictions.Reviews and clears for approval contractor payments.Prepares and processes change orders.Verifies accuracy of product and service invoices and project accounting.Coordinates project closeout and budget reconciliation and evaluation.Plans capital improvement and other City funded/sponsored projects by preparing necessary documents, providing description of project objectives, participant responsibilities, project description and project methodologies.Prepares reports, correspondence, advertisements, and official documents.Oversees the planning and development of citizen participation plans to inform and explain project objectives and answer questions from the public, media and other agencies.Performs other related duties of a comparable level/type as assigned.Provides technical support for negotiation of interagency or local agreementsPrepares cost and scheduling analysis reports for multiple projects and acts as technical resource to others on project schedule and budget.Makes presentations to elected officials, community groups and general public on projects.Acts as project lead for assigned projects from conception to implementation.Assist in the development of the six-year CIP through various tasks including participation in the master planning of facilities, grant procurement, and project scoping and estimating of individual projects.Assists the CIP Group in the coordination, development and completion of the individual CIP projects within established performance measures.Represents CIP group on City service teams.Associated Job Functions:Attend various workshops, continuing education, meetings, seminars, and conferences.Perform other duties and responsibilities as assigned.Performance Requirements (Knowledge, Skills and Abilities): To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Knowledge of multiple disciplines related to assigned capital projects (such as, engineering, architecture, landscape architecture, environment regulations).Knowledge of legislative process.Knowledge of working with elected officials and the public.Knowledge of planning techniques and principles.Knowledge of project management techniques and principles.Knowledge of budgeting techniques and principles.Knowledge of policy and code analysis and development.Knowledge of design techniques and principles.Skill in negotiations.Skill in synthesizing multiple budgets.Skill in cost benefit analysis.Ability in strategic planning.Supervisory Responsibility: No direct supervisory responsibilities though management of projects includes directing project related activities of the project team members.Qualifications & Requirements:Bachelor’s degree from an accredited university in Business Administration, Construction Management, Architecture, Civil Project Management, or related field.Minimum five (5) years progressively responsible experience in civil project management or construction management.Any related professional membership association and credential is preferred, for example, a Project Management Professional (PMP) certification would be desired or encouraged to be obtained.Municipal local government experience is preferred.Complete a comprehensive criminal background screening prior to hire.Valid driver’s license and ability to provide driver’s abstract with a good driving record.An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential job functions may be considered.Working Environment & Physical Demands:The physical demands and characteristics of the work environment described here are representative of those occurring in the performance of the essential functions of this job. Work is primarily performed in an office with prolonged periods of sitting, must be able to travel from site to site, to other meetings and job locations. Work is also performed outdoors, visiting construction sites, in all types of terrain and weather conditions, around water, under dirty, uncomfortable spaces, with a noise level in the work environment that may be moderately loud, may be exposed to fumes, airborne particles or bloodborne pathogens, potential toxic or caustic chemicals, grease, smoke, gases, heat, cold, vibration, and other hazardous conditions at construction sites including vehicular traffic and construction equipment. Work requires manual dexterity, hearing and visual acuity, and the ability to crawl, climb, bend, twist, stoop, kneel, stand, sit, walk, and to maintain such activities throughout a work shift. Weekend and after-hours work may be required as well as after-hours response to situations and emergencies.BenefitsThe City of Oak Harbor offers a generous benefit package to our employees that include: Vacation and Sick Leave AccrualSick leave accrual is 8 hours per month. Full-time employees receive vacation accrual on the following schedule. Years of Service Vacation Accrual Rate0 to 5 years - 8 hours/month6 to 10 years - 10 hours/month11 to 15 years - 13.33 hours/month16 to 20 years - 15 hours/month21 plus years - 16.66 hours/ monthThe vacation accrual rate for a part-time employee shall be pro-rated as a percentage of the full-time rate. Holiday Pay The City provides eleven (11) paid holidays per year plus two (2) floating holiday of your choice (total of thirteen (13) days).Medical Insurance A choice from three options is provided through the Association of Washington Cities (AWC).Kaiser $200 Deductible Health Plan,Regence High Deductible Health Plan (with a City funded HSA)Regence HealthFirst 250 Health Plan.The City pays 100% of the premium for a full time, regular employee (32 hours or more) and 90% of the premium for spouse and dependent children. Part time employees who work 20 hours or more per week are eligible for full benefits but must pay for spouse and dependents coverage.Vision Insurance Vision Service Plan -The City provides a paid family vision plan which covers a yearly exam per person and a portion of vision hardware (frames, lenses and contacts) depending upon the use of accepted network providers.Dental Insurance Washington Dental Service/DELTA is preventive, incentive-based dental coverage provided through Association of Washington Cities, and pays as follows: 70-100% preventive, 70-100% basic, and 50% major dental to a maximum of $2000/
