Configuration Management Specialist

JOB OVERVIEW Provide services and support as a Configuration Management Specialist in an Independent Engineering Advisory Service role. The focus is on Risk Management and Compliance for high‑impact energy infrastructure projects for the U.S. Department of Energy (DOE) Loan Programs Office (LPO), delivering bankable, technically defensible outputs that support lender and DOE decision‑making. RESPONSIBILITIES AND DUTIES Perform configuration management, change control oversight, and document control for design baselines, technical assumptions, and change logs. Review project documentation, evaluate interfaces, and identify risks and mitigations. Support conditions precedent and disbursement readiness reviews for the LPO and DOE. Coordinate with engineering, finance, legal, construction, operations, environmental, and project controls stakeholders to produce defensible work products. Prepare configuration registers, revision control lists, baseline compliance reports, and controlled document repositories. Assist in data‑room reviews, borrower/contractor interviews, site observations, monitoring meetings, and risk register updates. Prepare and present Independent Engineer reports for DOE, LPO, and credit stakeholders. QUALIFICATIONS 3–7 years of experience in technical, analytical, project controls, configuration, or energy infrastructure support. Exposure to DOE/LPO or federal energy programs is preferred. Bachelor’s degree in engineering, environmental science, construction management, business, risk management, finance, or a related field. Certifications such as PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI‑RMP are preferred. SKILLS REQUIRED Strong knowledge of configuration management and change control processes. Proficiency in Excel and data‑room review techniques. Excellent report writing, stakeholder coordination, and presentation skills. Experience with DOE/LPO documentation standards and independent engineering reviews. COMPETENCIES REQUIRED Technical judgment, analytical rigor, independence, and objectivity. Attention to detail, client service orientation, and cross‑functional collaboration. Issue escalation, quality mindset, schedule discipline, and the ability to translate technical evidence into actionable risk and financing implications.
