The Missoula County Environmental Health Department is looking for an Environmental Health Manger to join their team! This position manages a wide variety of public health programs and supervises staff for the Environmental Health Division of the Missoula City-County Health Department to build conditions that protect and support the health of people, environments, and communities. This position focuses on Air and Water Quality. EXAMPLES OF DUTIES: Serves as a member of the Health Department management team. Participates in administrative reviews and board meetings. Participates in strategic and emergency planning, quality improvement, performance management, workforce development, and accreditation documentation and activities. Serves as part of incident command during emergencies. Identifies trends, opportunities, and resource needs, and advocates for regulations and policies that protect public and environmental health. Prepares budgets for review and approval by the Division Director. Develops and maintains funding sources; manages contracts related to funding for programs; evaluates cost of services; monitors revenues and expenses; prepares fee schedules and proposes fee increases for board and department adoption. Manages a variety of environmental health programs focusing on water quality lab; water quality district, indoor exposures, and outdoor air quality. establishes program policies and procedures; and implements quality assurance systems. Plans, schedules, and coordinates work assignments; reviews quality, accuracy, and quantity of work; implements methods for assuring employee safety. Monitors inspections and mandated performance requirements to ensure compliance with contracts and activities mandated by local and state laws. Oversees and assures administrative and judicial enforcement of state and local laws and regulations pertaining to assigned programs. Drafts regulations for director's review; drafts and proposes enforcement policies and procedures; reviews administrative orders, coordinates prosecutions with city and county legal staff; monitors enforcement activities and participates in resolution of cases. Supervises a large number of employees at all levels including hiring, training, performance management, and termination of employees. Develops a staff training program and provides professional development opportunities for employees. Leads and participates in workforce development. Serves as a resource for assigned staff to provide technical leadership in a wide variety of programs. Provides rule interpretation. Facilitates problem solving efforts among the staff that may include field visits and assists with conflict resolution. Leads and participates in quality improvement; ensures accreditation requirements are met. Makes presentations on a wide variety of programs and issues to the health board, agencies and the public. Serves as a liaison with business community, civic organizations, school groups, media, state, federal and local government agencies and legislative bodies. Participates in developing and evaluating proposals for state legislative action. Encourages team cooperation and productivity. Meets regularly with individual employees, teams and project committees to provide information, to educate, to support, exchange feedback, and coordinate work assignments.
PHYSICAL/ENVIRONMENTAL DEMANDS : The work is primarily performed in an office setting. The work occasionally requires field visits that may involve the ability to walk over rough, uneven terrain. Travel to remote work sites and meetings is required. Work schedule may be flexible with meetings before and after normal work hours.
MINIMUM QUALIFICATIONS : Requires a master's degree. Degrees best suited to this position are public health, environmental health, and management. Post-secondary education must include at least 30 semester hours or 45 quarter hours in the natural or physical sciences, including at least one course in biology, chemistry, and microbiology. Requires three years of professional experience in private or public environmental health, public health, or environmental advocacy programs. Requires two years of experience in direct staff supervision or two years of demonstrated experience managing complex projects. An equivalent combination of education and experience may be considered - In lieu of a Masters degree can show four years direct environmental health experience and be a licensed sanitarian in the state of Montana.
SPECIAL REQUIREMENTS: New employees will be asked to volunteer vaccination status and communicable disease testing for required vaccines upon hire and will be offered assistance during hiring to receive necessary immunizations. Employees who have not received the vaccines required for their positions or who are unwilling to voluntarily provide vaccination status for required vaccines will receive a reasonable accommodation where such accommodation does not require an undue hardship or endanger the health or safety of any person. Requires CPR certification. Requires a current MT driver's license.
