Position Summary

We are seeking an experienced Enterprise Data Governance Consultant to support enterprise data governance programs, AI governance initiatives, training, communications, stakeholder engagement, and implementation activities.

The consultant will help organizations establish, mature, and sustain data governance programs while supporting the management of data as a strategic enterprise asset.

The ideal candidate will have strong experience in data governance, data management, stakeholder engagement, facilitation, change management, training, communications, privacy, risk, and AI governance .

Primary ResponsibilitiesAI Governance, Privacy, Risk Compliance

• Support responsible AI governance awareness and implementation.

• Document AI use cases, data sources, stewardship responsibilities, risks, and governance checkpoints.

• Coordinate with privacy, security, legal, records, and compliance stakeholders.

• Support the use of AI to automate or streamline data governance processes.

• Support data classification, access management, data minimization, authorized use, retention, and secure data sharing.

• Document data risks, issues, exceptions, remediation actions, and audit evidence.

• Support governance activities involving sensitive, confidential, regulated, or high-risk data.

Data Governance Strategy Stakeholder Engagement

• Develop and support data governance charters, roadmaps, operating models, stakeholder maps, and implementation plans.

• Define governance scope, ownership, roles, responsibilities, decision rights, and engagement processes.

• Identify business needs, data challenges, data quality risks, and opportunities for improved data sharing and reuse.

• Conduct or support data governance maturity assessments.

• Develop practical plans to address governance gaps.

• Translate technical governance concepts into clear guidance for executives, business teams, data stewards, and operational staff.

• Support governance practices covering organization, policies, procedures, standards, architecture, controls, metrics, and audits.

Data Governance Implementation

• Develop and maintain RACI charts, business glossaries, data dictionaries, data inventories, data issue logs, policy mappings, stewardship plans, and governance roadmaps.

• Document data domains, ownership, stewardship, business definitions, data flows, quality rules, risks, controls, and metrics.

• Support metadata, data catalog, data classification, lineage, and data documentation activities.

• Support governance metrics and maturity indicators.

• Maintain organized governance documentation, meeting records, training materials, communications, and implementation evidence.

Facilitation Governance Meetings

• Plan, facilitate, and document governance meetings, workshops, steering committees, and working groups.

• Prepare agendas, meeting materials, decision logs, action-item trackers, issue logs, and executive summaries.

• Facilitate discussions among business leaders, data owners, data stewards, technology, privacy, security, legal, and compliance teams.

• Support resolution of cross-functional data issues.

• Document decisions, options, risks, and action items.

• Establish effective governance meeting structures and recurring governance cadences.

• Develop business value cases for governance initiatives.

Change Management Communications

• Develop stakeholder engagement and change management plans.

• Create presentations, briefings, talking points, newsletters, FAQs, one-page summaries, job aids, and other communication materials.

• Promote adoption of data governance practices.

• Communicate the value of trusted data, reduced risk, improved decision-making, and operational efficiency.

• Identify adoption barriers and develop targeted interventions.

Training Development Delivery

• Develop training plans, course outlines, instructor-led materials, self-service content, quick-reference guides, and role-based learning paths.

• Deliver training to data owners, data stewards, data custodians, data producers, data consumers, and governance teams.

• Develop practical exercises related to data ownership, business glossaries, data quality, data classification, data sharing, metadata, and governance practices.

• Track training feedback, attendance, adoption metrics, and improvement opportunities.

• Reinforce data quality expectations related to accuracy, timeliness, accessibility, completeness, and consistency.

Required Skills Abilities

• Strong knowledge of data governance and data management.

• Experience facilitating cross-functional meetings involving business, technology, privacy, security, legal, compliance, and executive stakeholders.

• Experience developing data governance strategies, implementation plans, training plans, communications, and adoption materials.

• Ability to translate complex technical and governance concepts into clear business language.

• Strong stakeholder engagement and relationship-building skills.

• Experience with change management and organizational adoption.

• Ability to develop business value cases and implementation plans.

• Knowledge of governance frameworks, policies, procedures, standards, controls, and audit requirements.

• Understanding of data ownership, data stewardship, metadata, data catalogs, data quality, lifecycle management, data sharing, and data risk.

• Strong documentation, presentation, facilitation, and communication skills.

• Ability to work independently and collaborate with cross-functional teams.

Preferred Qualifications

• Experience with data governance, data management, enterprise information management, organizational change management, training, or stakeholder engagement.

• Experience in state/local government, public-sector, or highly regulated environments.

• Familiarity with DAMA-DMBOK.

• Experience with data stewardship, metadata management, data quality, data classification, data lifecycle management, and governance maturity models.

• Knowledge of AI governance, responsible AI principles, or NIST AI Risk Management Framework.

• Experience developing and delivering training, workshops, presentations, job aids, communications, and adoption campaigns.

• Experience supporting governance councils, committees, working groups, or cross-functional decision-making bodies.

• Experience with enterprise data catalogs, metadata, business glossaries, data inventories, issue tracking, collaboration, or knowledge-management tools.

• PMP, CISA, CIPM, CDMP, Prosci/Change Management, or related certifications are desirable but not required.

Work Location Requirements

• Hybrid position in Nashville, Tennessee.

• Candidate must currently be local to Tennessee .

• Candidate must be available to work the required hybrid schedule.

• Contract period: 10/19/2026 06/30/2027 .
