GENERAL SUMMARY Responsible for coordination of the city’s accounting functions. Assists the Finance Manager in preparation of monthly, quarterly and annual reporting requirements. Maintains the general ledger and sub-ledgers as required according to Generally Accepted Accounting Practices (GAAP). Implement the City’s centralized procurement system an arrange for the purchase of materials, supplies, equipment, and services for the City of Lake Worth. Evaluate and process requisitions for goods and services and develop bid specifications and request for proposals. SUPERVISION RECEIVED AND EXERCISED This position receives general supervision from the Finance Manager. This position does not supervise any other positions. ESSENTIAL DUTIES AND RESPONSIBILITIES Duties include but are not limited to the following: Maintains, reconciles and audits a variety of ledgers, reports, and accounting transactions to ensure accuracy. Reviews and classifies financial data and verify mathematical computations. Posts data to various ledgers, registers, journals and logs according to established accounting standards and procedures. Assists with end of the year audit duties as assigned. Coordinates assigned portions of the annual financial audit, including preparation of year-end financial statements, supporting schedules, required documentation, and timely responses to auditor inquiries. Assists in monitoring cash balances and fund activity to support liquidity management. Assists in developing, implementing, and monitoring internal controls to ensure compliance with GAAP, GASB standards, and City financial policies; identifies and recommends process improvements to mitigate risk. Enters account information for financial transactions, researches and analyzes transactions and makes recommendations to resolve problems relating to account balances, budget overruns, and/or allocation discrepancies. Complete analyses and schedules to support journal entries for monthly financial close. Prepare, review, post, and verify accounting entries to maintain, correct, and adjust accounting records with appropriate supporting documentation. Notifies Finance Manager of any accounting discrepancies. Summarizes and maintains current accurate financial status by collecting information and preparing financial reports; reconcile financial discrepancies by analyzing a variety of ledgers, reports, and accounting records; maintains accounting controls by maintaining policies and procedures. Performs and participates in professional accounting activities in compliance with applicable standards and specifications including financial reports, general ledger reconciliation, budgeting, auditing, and record keeping. Evaluates and processes requisitions for goods and services. Verifies that requisitions are authorized and that the requested procurement is in accordance with the approved budget. Coordinates, organizes, and assists departments in the specification writing process to ensure that specifications are written concisely and are not written exclusively. Ensures that goods and services are procured in accordance with contract pricing. Develops specifications, requests for bids, and requests for proposals. Ensures that purchases follow procurement guidelines and that purchasing specifications are developed in accordance with local, state, and federal laws and regulations. Coordinates the auction, or other disposal methods, of surplus City property as required. Coordinates the purchase of City supplies, materials, equipment, and non-personal services and repairs withing established federal, state, and City policy. Reconciles and posts employee purchase card transactions and reconciles to monthly statement from credit card providers. Oversees the Enterprise Fleet program for the city. Maintains and monitors a list of all City contracts and assists with the processes for renewal, extension or procurement. Scans documentation into Laserfiche and performs quality review of electronic records. Possesses a keen eye for detail and diligence in identifying and correcting errors. Ability to perform a broad range of complex financial, accounting and administrative responsibilities. Assists with special projects, and additional duties and responsibilities as assigned. MINIMUM JOB REQUIREMENTS EDUCATION AND EXPERIENCE High School diploma or GED is required. An Associate Degree in Accounting or related field or equivalent combination of education and experience is required. Three (3) years of progressively responsible accounting experience, preferably in a governmental environment. Knowledge of Tyler software is preferred. LICENSES AND CERTIFICATES Valid Class C Texas driver license (required) and/or Certified Purchasing Professional (preferred) and/or Certified Professional Public Buyer (preferred) PHYSICAL ABILITIES Must possess the visual acuity to operate a computer terminal Frequently walk, stand, and/or sit for prolonged periods of time Occasionally push, pull, lift, and/or carry up 10 pounds Occasionally lift and/or move objects up to 20 pounds Occasionally stoop, bend, kneel, crouch, reach, and twist Operate office equipment including use of a computer keyboard Speak and hear to exchange information in the English language Operate a vehicle to travel to various locations Work with frequent interruptions Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
