Environmental Specialist II – Air Compliance Location: Lincoln, NE Salary: $26.263 Job Posting ID: JR2026-00027806 Status: Applications no longer accepted as of 07-28-2026. Overview Under general supervision, conduct inspections of air emission sources and evaluate compliance with federal and state air quality regulations and permit conditions. Other primary duties include preparing reports and documenting inspection observations, evaluating potential violations, reviewing air emission performance test results, preparing reports related to those results, reviewing draft permits, conducting file reviews, responding to complaints, assisting the ambient air monitoring team, and supporting the Department facility database. Responsibilities Conduct inspections of air emission sources and determine compliance with state and federal regulations and permit conditions. Respond to complaints regarding air quality concerns. Conduct pre‑inspection file reviews, document inspection results, and maintain the facility database. Review draft construction and operating permits and provide feedback on compliance issues. Document violations and support the Department enforcement process. Write, edit, and review technical papers and reports to respond to inquiries and complaints and provide data required by federal, state, and local agencies and the public. Analyze data, statistics, charts, and tables to prepare reports, technical papers, or correspondence for presentation. Meet with federal, state, and local government representatives and the general public to explain program policies and procedures. Testify at hearings as an expert witness to verify observations and conclusions from data collection and interpretation. Review EPA guidance documents, memoranda, Federal Register notices, federal and state regulations, professional journals, and trade magazines to stay abreast of emerging issues. Participate with a team to prepare and present environmental seminars, workshops, and public information sessions. Qualifications Minimum qualification: Bachelor’s degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering, hydrology, community and regional planning, or a related field. Experience may substitute for education on a year‑for‑year basis. Valid driver’s license or ability to provide independent transportation. Overnight travel Submit a resume or detailed experience relevant to the position in years and months. Provide at least professional references (previous employers) with valid telephone numbers. Maintain regular and reliable attendance. Subject to physical exam, screening and medical monitoring program. Lift 35 pounds, climb a 10‑foot ladder, bend, stoop, walk on uneven terrain and steep slopes, work in outdoor and indoor temperature extremes, and work in an industrial setting. Knowledge, Skills & Abilities Knowledge of principles of ecology, geology and hydrology; biological, physical and chemical sciences; statistical and analytical methods; word processing, spreadsheet and database management software. Skill in communicating with individuals and groups with varying technical backgrounds to collect and relay information; listening; prioritizing workloads; using analytical judgment to make decisions; public speaking and providing presentations. Ability to learn and apply local, state and federal environmental laws, regulations and standards; uphold agency policies and procedures; establish and maintain effective working relationships; read and interpret data; prepare reports and technical papers; use computers and other tools for data storage and analysis.
