The Colorado State Board of Land Commissioners manages Colorado’s state trust land assets. The agency’s mission is to protect and enhance Colorado’s state trust lands with ambition and ingenuity to perpetually generate reasonable and consistent revenue for public schools. The Colorado State Board Of Land Commissioners Manages Leasing And Stewardship Of Colorado’s Three Million Acres Of State Trust Land Assets And Four Million Acres Of Trust Minerals For The Intergenerational Benefit Of Trust Beneficiaries. The Agency’s Mission Is To Protect And Enhance Colorado’s State Trust Lands With Ambition And Ingenuity To Perpetually Generate Reasonable And Consistent Revenue For Public Schools. The Energy Innovation Work Unit Manages The Strategic Development, Leasing And Business Relationships Related To Oil, gas and solid mineral production Renewable Energy including solar, wind, geothermal, agrivoltaics, and other innovations that emerge Rights-of-way supporting all leasing done by the division Geologic Carbon Capture and Storage (CCS) Description of Job This posting is only open to residents of the State of Colorado at the time of submitting your application. This position is a supporting Staff member on the Energy Innovation team, specifically under the Oil and Gas Leasing Manager. The position will be responsible for reviewing and approving Communitization Agreements, federal and state unitization proposals, verifying accuracy on division orders, preparing appropriate documentation for lessees, and conducting lease compliance audits. This position will also review pooling and spacing application notices from the Colorado Energy and Carbon Management Commission (ECMC) related to state trust lands and determine whether to object to applications. Specific Duties Include Communitization Agreements and Division Orders: This position is the SLB Staff Authority and manages the review, approval, and electronic storage of all Communitization Agreements (CA) related to trust lands. The position reviews CA drilling plans to ensure trust minerals are not stranded or inappropriately developed, verifies state decimal interests in communitized and unitized projects, ensures accuracy of submitted land surveys, and verifies accurate signatory on CAs. State and Federal Unit Management: The State Land Board participates in 36 federal units. This position will manage the state’s participation in existing units and manage communication with federal and state agencies related to these units. The position will be responsible for ensuring unit obligations are met and that state lands will be released from contracted or terminated units. This position will also be responsible for reviewing propositions to enter new state or federal drilling and exploratory units. Lease Royalty and Compliance Audits: This position will assist with oil and gas lease compliance and royalty audits. The position will be tasked with assisting the Oil and Gas Leasing Manager in auditing various lease provisions. Duties and obligations may change depending on priorities but will include tasks that verify compliance of lease terms, compliance of royalty payments, and compliance of lease stipulations. This is a Hybrid position – Work is performed from a home office three-four days a week and at the Denver office one-two days a week. However the work requirements of the position may require the selected candidate to report to the office at 1127 Sherman Street – Denver, CO for meetings, training and projects as directed by the supervisor. Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights Minimum Qualifications Seven (7) years of experience in administration functions related to minerals pooling, oil and gas lease compliance and royalty audits, Division Order analyst or landman experience, Communitization Agreements, trust land management, or closely related experience. OR a combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years. Related degrees would include studies in natural resources management, environmental studies, engineering, accounting, natural resources law, mathematics or closely related field. Required Competencies Strong proficiency in mathematical analysis, precision catching inconsistencies and working comfortably with complex numerical datasets Excellent customer service and interpersonal skills Strong oral and written communication skills Organized and professional, with a strong self-motivated work ethic Dependable and trustworthy, uses good judgment and problem solving Adaptable and open to change, contributes with a positive attitude Preferred Qualifications Current or former State experience relevant to this position Experience reviewing, managing, and processing records related to production of oil, gas, helium, or other mined materials Experience calculating division order interests for oil and gas owners Experience utilizing available public records to review land title records and review recorded documents related to oil, gas, helium and other mined materials Experience in utilizing databases and generating reports as well as retrieving data from state and federal government agencies to validate reports and determine land survey accuracy Proficiency in workplace applications of Google Suite, Microsoft Office Suite and Adobe Ability to operate document scanners and appropriately handle fragile documents Conditions Of Employment Colorado residency is required at the time of application. Must be willing and able to occasionally exert up to 20 lbs. of force to move objects Willingness and ability to travel across Colorado to: Attend meetings in other state offices and group meetings held around the state.
