Management Analyst

Los Angeles Department of Water and Power's (LADWP) Security Services Division intends to fill one (1) Management Analyst position, which are represented by the International Brotherhood of Electrical Workers (IBEW) Local 18.

The Management Analysts will be assigned to the Executive Office and will report to a Utility Administrator. The reporting location is the John Ferraro Building at 111 North Hope Street, LA CA 90012. The work schedule will be either 5/40 or 9/80.

Candidates should be effective communicators with excellent Customer Service skills; must deal tactfully and effectively with employees, supervisors, managers and the public. Candidates should exhibit an ability to work under pressure, plan, organize, prioritize, multi-task and complete tasks in a timely manner; exercise independent judgment in meeting multiple and conflicting deadlines; address employees' inquiries with minimal supervision; and use independent judgment and demonstrate initiative.

This position performs a wide range of general clerical functions that may include, but are not limited to, the following:

Contract Support

• May serve as the Contract Administrator (CA) which includes the preparation of Requests for Proposals/Qualifications, Invitation's for Bid, Specifications/Specification Exemptions, contract documents, change orders, and amendments; assist with task order management, proposal review, invoice review and processing, file management, and contract compliance; analyze data and prepare reports addressing contract expenditures; and perform other contract related duties.

• Maintain various memberships and sponsorships.

• May be assigned as Purchasing Card Coordinator.

Budget Support

• Provide administrative support for budget preparation and coordination activities; input budget estimates, review monthly cost report to monitor expenditures and budget variances related to labor, overtime, materials, and other cost research as necessary; analyze budget-related problems and make recommendations for resolution; prepare various budget-related reports; administer the allocation, use and tracking of work orders; prepare journal vouchers to correct work order mischarges; and other budget related activities.

Personnel Administration

• Serves as Security Services Division (SSD) Personnel Analyst managing and reconciling Division's Annual Personnel Resolution (APR), performing work related to position control, APR markup, forecasting future labor needs, and maintaining the Division's overall organizational chart.

• Assist with personnel/hiring functions including prepare/review Interview Selection Packages, prepare requests to allocate positions, and emergency appointment nomination packages.

• Conduct and prepare disciplinary investigations and/or provide investigation support.

• Serve as the Training Coordinator to schedule staff for LADWP mandatory and/or elective training; download Cornerstone reports to track employee training completion statistics.

• May administer the Attendance Improvement Program (AIP), Light Duty (LD), Reasonable Accommodation (RA), Fair Labor Standards Act (FLSA), and Family and Medical Leaves (FMLA).

• Review, analyze, and process California Public Records Act (CPRA) requests.

General Administrative Support

• Assist managers in performing sensitive, complex and urgent administrative assignments regarding a variety of topics that require research, compilation and analysis of data; facilitate meetings.

• Assist managers with operations related to LADWP Film Office including coordination of film/photography requests.

• Prepare and conduct presentations to section supervision and management.

• Prepare and/or review analytical reports/audits to identify existing and potential problems; recommend mitigating and/or corrective solutions.

• Responsible for maintaining and updating SSD's website and keeping it current.

• Coordinate records retention activities as needed.

• Provide back-up support to other Management Analysts in the Security Services Executive Office.

• Perform other related duties as needed which includes ad hoc assignments and special projects assigned by management.

• A valid California Driver's License is required and must be maintained during the course of employment.

Candidates may be evaluated for the following work-related skills, knowledge, abilities and other qualification by interview or other means, as indicated:

• Knowledge of policies, procedures, principles, methods and techniques of administrative analysis, data interpretation/management, purchasing, contract administration, and budget and cost control.

• Knowledge of City/LADWP administrative and personnel processes and procedures, including hiring, APR, EEO, FMLA and ADA.

• Ability to communicate both orally and in writing; and deal tactfully and effectively with LADWP management, supervisors, other employees, subordinates, and individuals outside of City service.

• Ability to exercise sound independent judgement/develop solutions, and achieve results with minimal instruction while under pressure.

• Ability to work independently and as part of a team.

• Ability to prioritize multiple assignments with conflicting due dates.

• Ability to prepare/interpret memoranda and financial, statistical, analytical and other written reports.

• Ability to analyze, process and present data using Microsoft Office Suite (e.g. Word, Excel, Outlook, PowerPoint, Access).

• Ability to learn and develop a proficiency utilizing LADWP applications, including eRSP, HPBudget, DSS, RCAS, and Workday, to complete related job duties.

• Ability to effectively deal with highly sensitive/confidential issues and information.

The evaluation of candidates for this position may be based on a review of training and experience as presented on the resume/application and an interview.
