The Department handles all state criminal appeals cases and assists district attorneys with complex criminal cases at their request. Additionally, the Department of Justice includes the North Carolina State Crime Lab, the North Carolina Justice Academy, and the Sheriffs' and Criminal Justice Education and Training Standards Divisions. The State Crime Laboratory of the Department of Justice maintains a full service forensic science laboratory to assist all law enforcement agencies in North Carolina in the investigation of criminal matters. The Laboratory’s mission is to provide state-of-the-art forensic services in the areas of drug analysis, blood alcohol/drug content, firearms, latent prints, footwear and tire tracks, forensic biology, computer forensics, and trace evidence. The services are provided from a central laboratory in Raleigh, N.C. and regional laboratories located in Edneyville, N.C. and Greensboro, N.C. Responsibilities Provide technical support to the crime laboratory and DOJ Financial Services staff to draft and execute procurement and contract documents. Perform reviews to ensure contracts are justifiable, performance based, comply with State procurement rules, statutes and procedures, and contain adequate performance metrics, scopes of work, and budgets. Assistance with and authorship of agency-specific purchase and service contracts, contract amendments, Memoranda of Agreements (MOAs), Invitation for Bids (IFBs), Requests for Quote (RFQs), and Requests for Proposals (RFPs). Utilize approved guidelines, procedures and software to perform duties (i.e. eProcurement, NCFS, etc.). Advise and train crime laboratory staff regarding contracting and procurement requirements. Perform other duties assigned related to the procurement of goods and services (i.e. enter and review requisitions, perform market research, obtain sole source letters and waivers of competition, reconcile orders, receive invoices.) Knowledge Skills and Abilities/Management Preferences Two (2) years of contract administration experience, including drafting solicitations (RFQs, IFBs, and RFPs), and entering and submitting requests in Ariba (or an equivalent electronic procurement system). Bachelor’s degree in business or related area from an appropriately accredited institution and two years of progressive procurement or contract administration experience; or equivalent combination of education and experience. Necessary Special Requirements Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
