Job Highlights
As the entry-level IT Business Analyst, you'll be responsible for maintaining and enhancing the ALiS suite of applications to ensure it meet the needs of the business areas, customers, and stakeholders. You may also provide entry level support for one of the other 7 product teams within the Technology & Outreach Program (TOP). You'll use your problem-solving and analytical skills in order to identify, plan, design, and implement IT solutions that meet the business and customer needs. Duties

- Elicits, defines and documents business requirements for enhancements or changes to internal and external applications/systems or records from business area stakeholders and subject matter experts.
- Assess and analyze business processes to determine, design, and recommend technical solutions for product team development.
- Design, develop, and create business case documentation to support intake of new bodies of work for the products supported.
- Design stepped out test cases for testing feature functionality in systems using TFS.
- Elicit, define, and document business requirements for enhancements or changes to internal and external
- Identify and analyze risks associated with changes to internal and external applications/systems and recommends mitigating measures and solutions
Required:
A combination of relevant education* and professional IT experience equal to at least 4 total years of that includes:
- One (1) year of progressive Business Analyst, Product Management, or Project Management experience utilizing Agile methodologies to perform elicitation, tracking, and documentation of business requirements, analysis and documentation of technical and functional specifications/diagrams, development of test cases, and management of testing processes.
- One (1) year of progressive experience presenting concise, relevant, and well documented findings and technical requirements that are in alignment with IT standards and best practices plus state, federal, and agency policies and procedures.
- One (1) year of progressive experience leading and facilitating meetings, presenting ideas clearly and concisely, developing effective working relationships, and handling difficult situations involving conflicting ideas/opinions.
- One (1) year of progressive experience utilizing excellent organization as well as time management skills, with the ability to multi-task and work effectively on simultaneous projects under tight and changing priorities, scopes and deadlines while maintaining a high level of quality and on-time completion.
AND
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Additional professional experience that includes:
- One (1) year of direct experience creating and managing work items within Azure DevOps and/or Microsoft Team Foundation Server (TFS).
- Two (2) years of progressive experience utilizing project management methodologies on multi-million dollar IT projects.
- Two (2) years of progressive experience utilizing human-centered design principles to design IT solutions for complex issues.
- Two (2) years of progressive experience managing, leading, coaching, and mentoring Agile product teams.
