Rate of Pay: This is a Full-Time Administrative position at grade 15, with an annual salary range of $63,042 to $84,056. The salary offer will be based on education and experience, in alignment with the College’s compensation philosophy and the current Collective Bargaining Agreement (CBA), if applicable. This role identifies, assesses, and mitigates risks by collaborating with departments and cross‑functional teams, developing safety policies, and ensuring compliance with federal, state, and local regulations. The position manages the institution’s property and casualty insurance programs, works with insurers to reduce loss exposure, and administers property and injury claims. In addition, the Risk and Insurance Manager oversees the college-wide business contract process, including intake, redlining, negotiation, assessment of contractual risk, and coordination of final approval and signatures. The role also serves as the Planning Officer on the Emergency Operations Committee (EOC), contributing to emergency preparedness and institutional resilience. Required Knowledge, Skills & Abilities: 1. Bachelor’s degree with 3 years’ experience in risk management or contract administration, or relevant work experience, or an equivalent combination of training and experience. 2. Certified School Risk Manager certification (CSRM) required. Candidates without the certification must enroll in the program within the first six months of employment. 3. Working knowledge of insurance policies, contracts, safety standards, and risk management terminology. 4. Must possess and maintain a valid Illinois Driver’s License. 5. Advanced proficiency in Microsoft Office applications.. 6. Understanding of and proficiency in risk management regulations and laws applicable to higher education, including areas such as construction, athletics, student travel and activities, classroom and lab safety, insurance claims, liability, study abroad programs, international student issues, faculty travel, and legal compliance. 7. Understanding and application of contract law, including interpreting, evaluating, redlining, and proposing contract language, and effectively negotiating terms with vendors.Strong analytic, written and oral communication skills. 8. Strong analytical abilities and excellent written and oral communication skills. 9. Ability to work effectively with internal and external stakeholders; demonstrated customer service skills; ability to maintain strict confidentiality and exercise diplomacy in all interactions. 10. Demonstrated ability to manage multiple tasks in a dynamic environment; strong organizational skills; adaptability; teamwork; and creative problem‑solving abilities. Desired Knowledge, Skills & Abilities: N/a Essential Duties: Risk Management: 1. Create, implement, and oversee comprehensive risk management functions, including administering the College’s insurance program through review, evaluation, and presentation of recommendations to the Board for adequate coverage. 2. Evaluate College activities and programs to determine acceptable and unacceptable levels of risk to students, employees, and visitors, applying the guiding principle: “How do we get to yes?” to safely facilitate campus offerings. 3. Serve on the Safety Committee; lead ad hoc risk evaluation meetings, especially when certificates of insurance (COIs) are required; coordinate departmental safety inspections; assist with mitigation of findings; and collaborate with committee members to promote a safe working and learning environment. 4. Foster a campus culture of risk awareness and safety. Identify opportunities to reduce incident frequency and severity; develop and oversee mitigation initiatives; and partner with Human Resources to recommend training and risk reduction measures. Maintain working knowledge of OSHA requirements. 5. Collaborate with the College’s insurance broker and carriers to analyze loss reports, claims, and industry trends, and recommend appropriate insurance coverages and deductible levels to the AVP and Vice President of Business & Finance. 6. Manage the claims administration process for general liability and property claims from incident through resolution. Serve as liaison to internal and external personnel—including city, fire, or College police officials; architects; engineers; contractors; and College leadership—to ensure complete information exchange and remediation of any fire or code violations. 7. Oversee claims involving students, athletes, and visitors, ensuring hazards or unsafe practices are addressed. Coordinate with insurance carriers, ECC Police, Operations & Maintenance, staff, students, parents, and medical facilities as needed. 8. Analyze insurance requirements and determine appropriate liability limits and documentation for contractors, entertainers, and vendors. Work with College officials, insurers, and contractors to minimize current and future risks to College property and personnel. 9. Collect, review, and ensure compliance of certificates of insurance; maintain detailed tracking spreadsheets to ensure COIs remain current. 10. Serve as budget manager for the risk management function. 11. Complete insurance applications and annual renewals by gathering information across the College. Collaborate with the Internal Auditor on underwriter inquiries or follow up testing. 12. Accompany insurance representatives during inspections, whether claim‑related or for general safety. Coordinate with departments to implement appropriate corrective actions. 13. Manage the waiver process for international students’ medical insurance, including detailed comparisons of complex policies to ensure they meet ECC standards; make final determinations and communicate decisions directly with students. 14. Serve as Planning Section Chief for the Emergency Operations Committee (EOC), responsible for collecting, evaluating, disseminating, and utilizing incident‑related information. Complete required emergency preparedness training. Contracts: 1. Oversee the College‑wide business contract process, including intake, redlining, negotiation with vendors and internal stakeholders, risk assessment of contract terms, and coordination of final signature through appropriate authorities. 2. Communicate regularly with General Counsel, Vice President and AVP of Business & Finance, Managing Director of Business Services, vendors, and College departments to clarify contract terms, resolve discrepancies, and ensure mutually agreeable outcomes. 3. Determine when vendor certificates of insurance are required; obtain COIs as appropriate; exercise discretion to grant waivers when justified. 4. Approve Purchasing’s issuance of purchase orders following completion of contract review processes. 5. Monitor and ensure compliance with administrative procedures related to contracts, COIs, and risk assessment. Oversee purchasing activity to verify that required COIs and contracts are secured. 6. Manage the College’s contract management system as a system super user. Recommend workflow enhancements, coordinate new form development, implement process improvements, train new users, and collaborate with the systems analyst to test and deploy updates. Oversee the contract review workflow for Procurement, the AVP, VP, and Legal. 7. Supervise temporary or student employees, as applicable. 8. Manage the College’s liquor license program, including preparing and submitting local and state applications for sales and BASSET training. Maintain updated insurance requirements and develop appropriate risk‑control measures for alcohol use during College‑sponsored events. 9. Administer the waiver process for high‑risk campus events and activities. Maintain a repository of legally required waivers and coordinate development of new documents with the legal department. 10. Maintain confidentiality of sensitive information and adhere to all applicable privacy laws. Other Duties: 1. Other duties as assigned that pertain to the job description.
