Precise Systems is seeking a highly experienced Senior Acquisition Specialist to provide acquisition and program management support to PMA-264 at Naval Air Systems Command (NAVAIR). The Senior Acquisition Specialist will support program leadership and Integrated Product Teams (IPTs) across the acquisition lifecycle, providing expertise in acquisition planning, program execution, documentation, risk management, requirements coordination, and stakeholder engagement. The successful candidate will work closely with government program managers, engineers, logisticians, contracting personnel, and industry partners to support the successful execution of program objectives. This position requires an individual who can operate independently in a complex Department of Defense acquisition environment, communicate effectively with senior government leadership, and translate program requirements into actionable acquisition activities and deliverables.

Duties:

• Provide senior-level acquisition and program management support to PMA-264 program leadership and IPTs.

• Support planning and execution of acquisition activities throughout the program lifecycle.

• Assist government leadership with acquisition strategy development, program planning, execution, and documentation.

• Develop, review, and maintain acquisition documentation, program plans, briefings, decision memoranda, correspondence, and other program deliverables.

• Support preparation for and execution of program reviews, technical reviews, milestone events, Integrated Baseline Reviews, and other acquisition activities.

• Coordinate acquisition-related activities across program management, systems engineering, logistics, contracts, financial management, test and evaluation, and other functional organizations.

• Track program actions, milestones, deliverables, schedules, and dependencies to ensure timely execution.

• Support development and maintenance of program schedules and acquisition timelines.

• Identify, document, and track program risks, issues, opportunities, and mitigation activities.

• Support risk management processes and provide recommendations to program leadership regarding potential impacts to cost, schedule, performance, and technical objectives.

• Assist with requirements development, traceability, and coordination across program stakeholders.

• Support the preparation and review of Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), Contract Data Requirements Lists (CDRLs), and other acquisition-related documentation.

• Support contract and task order execution by coordinating technical and programmatic requirements with contracting and contractor personnel.

• Assist with acquisition reporting requirements and development of program status reports.

• Support development of executive-level briefings and decision-quality information for government leadership.

• Monitor and analyze program performance and provide recommendations for corrective actions when required.

• Coordinate with NAVAIR headquarters, Program Executive Offices, Warfare Centers, other government organizations, and industry partners as appropriate.

• Participate in IPT meetings, working groups, Integrated Product Team Leadership meetings, and other program forums.

• Assist with budget and funding coordination and monitor the relationship between program requirements, funding, and execution.

• Support preparation of acquisition documentation associated with program changes, modifications, extensions, and other program actions.

• Provide mentorship and guidance to junior acquisition and program support personnel.

• Perform other acquisition and program management duties as assigned.

Required Education:

• A Master's degree in Acquisition Management, Program Management, Engineering, Business Administration, or a related field.

Substitution Language:

• Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. OR 2. Associate’s Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. OR 3. Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

Required Experience:

• 10+ years of relevant acquisition, program management, or DoD experience.

• Demonstrated experience supporting Department of Defense acquisition programs.

• Strong understanding of DoD acquisition processes and program execution.

• Experience developing and reviewing acquisition and program management documentation.

• Experience coordinating complex activities across multiple functional organizations.

• Strong analytical, organizational, and problem-solving skills.

• Excellent written and verbal communication skills.

• Ability to brief senior government and industry personnel.

• Proficiency with Microsoft Office, particularly Word, Excel, and PowerPoint.

Preferred Qualifications:

• Direct experience supporting NAVAIR or Naval Aviation acquisition programs.

• Experience supporting a Program Manager Air (PMA) organization.

• Familiarity with DoD 5000-series acquisition policy and processes.

• Experience with NAVAIR acquisition processes, documentation, and program reviews.

• Experience supporting ACAT programs and milestone decision processes.

• Familiarity with PPBE, POM, budget execution, and acquisition funding processes.

• Experience developing or reviewing SOWs, PWSs, CDRLs, acquisition strategies, and other contract-related documentation.

• Experience supporting risk management, configuration management, requirements management, and integrated master schedules.

• Experience with Navy ERP, PMT, or other DoD program management systems.

• Familiarity with Earned Value Management (EVM) and contractor performance management.

• Experience supporting contract modifications, task orders, option years, or other contract actions.

• Active Secret security clearance.

• Strong knowledge of DoD acquisition and program management practices.

• Ability to understand complex technical and programmatic issues and communicate them clearly.

• Ability to work effectively with senior government leadership.

• Strong judgment and attention to detail.

• Ability to manage multiple priorities and competing deadlines.

• Strong interpersonal and stakeholder-management skills.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40-$155,000.00 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems’ total compensation package.
