Job Description - Community Development Planner III (CDA) - Promotional Only (260000DC) Position Grade: 213G Department: Community Development Administration Job Type: Full-Time (Permanent) Examination Number: EX1685 Location: Downtown - St. Louis, MO Promotional - Open to Permanent City Employees Only. Essential Functions and Responsibilities Manages the environmental review (ER) team and serves as departmental lead for CDA's Geographic Information System (GIS) databases and workflows, including collection and dissemination of community demographic data. Responsible for administering $800K contract with local environmental consultant. Serves as Project Manager for ERs of projects comprising roughly $10M annually and various federal funds/grants, including the City’s Healthy Home Repair and Lead Remediation programs. Conducts CEST and Environmental Assessment-level reviews, which requires understanding and implementing Federal, State, and Local environmental regulations and writing technical reports. Communicates ER requirements to developers, members of the public, and team members. Performs other duties as assigned. Knowledge, Skills, and Abilities Data Utilization: Ability to perform mid- to upper-level data analysis, audit, deduce, assess, conclude, and appraise. Discretion in determining and referencing such to established criteria to define consequences and develop alternatives. Human Interaction: Ability to persuade, convince, and provide guidance, assistance and/or interpretation to others on how to apply policies, procedures and standards to specific situations. Equipment, Machinery, Tools and Materials Use: Ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, computer terminal, still camera, telephone, photocopier, fax machine and/or materials used in performing essential functions. Verbal Aptitude: Ability to utilize a variety of advisory data and information such as planning reports, maps, building inspection reports, census data, environmental reviews, spreadsheets, financial statements, federal register, ordinances, statutes, procedures, guidelines and non-routine correspondence. Mathematical Aptitude: Ability to perform addition, subtraction, multiplication and division; calculate decimals and percentages; basic & advanced algebra, statistical inference. Leadership and Supervisory: Ability to apply principles of influence systems, such as supervising, directing, leading, planning, coordinating, & controlling; interpret instructions furnished in written, oral, diagrammatic or schedule-form; exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective. Situational Reasoning: Ability to exercise judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. Environmental Factors: Work normally performed in an office environment under generally safe and comfortable conditions. Physical Requirements: Ability to lift, push and pull papers and other office materials weighing up to twenty (20) pounds. Ability to bend and twist to perform office duties. Sensory Requirements: Ability to recognize and identify similarities or differences between characteristics of shapes to conduct site inspections and sounds to communicate with others. Qualifications A Bachelor’s degree in Regional or Urban Planning, Geographic Information Systems (GIS), Architecture, or a closely related field; plus two years of professional urban and regional planning experience using Geographic Information Systems (GIS). OR an equivalent combination of education, training and experience. Required Licenses Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request.
