Job Summary
The Planner/Scheduler plans, develops, coordinates, publishes, and controls preventive and corrective maintenance work for the WRNMMC O&M program. The position converts approved work requirements into executable job plans and resource-loaded schedules that minimize delays, optimize labor and material availability, protect hospital operations, and support all PWS response, completion, documentation, and quality requirements. The Planner/Scheduler uses DMLSS-FM / LogiCole as the official maintenance record and works closely with supervisors, technicians, Work Reception, Quality Control, the warehouse/procurement team, subcontractors, the DHA Data Sustainment Specialist (DSS), and Government representatives.
Essential Duties and Responsibilities
• Develop complete job plans for scheduled and unscheduled maintenance, including work scope, task sequence, required craft skills, estimated labor hours, tools, parts, materials, permits, safety requirements, access restrictions, shutdowns, subcontractor needs, and closeout documentation.
• Identify and resolve foreseeable work constraints after scheduling, including unavailable parts, incomplete scope, equipment access, infection-control requirements, utility isolation, room availability, escort or badging requirements, and coordination with clinical departments or other contractors.
• Prepare and publish daily, weekly, monthly, and annual maintenance schedules that balance priority, regulatory due dates, workforce capacity, equipment availability, hospital mission requirements, and response/completion deadlines.
• Coordinate with the DHA DSS to obtain the monthly DMLSS-FM / LogiCole PM schedule and ensure it is reviewed and provided to the COR at least 10 calendar days after the execution month.
• Verify that monthly PM schedules identify the work request number, equipment number, nomenclature, tasking number, scheduled date, location, frequency, subcontractor, calibration requirements, and work requiring performance after normal duty hours.
• Build and maintain the annual PM schedule; ensure seasonal equipment is serviced at appropriate times and all PMs, tests, inspections, operational checks, and third-party inspections are scheduled in the required period.
• Review manufacturer recommendations, DoD MHS-RPSS requirements, DMLSS-FM / LogiCole tasks, applicable codes, and site-adapted requirements. Prepare written recommendations for PM task, frequency, or schedule changes for COR approval; do not implement unapproved changes.
• Assign work to appropriately skilled personnel in coordination with trade supervisors and adjust schedules to optimize available labor without compromising emergency response coverage or hospital operations.
• Coordinate parts, materials, consumables, rental equipment, tools, and subcontractor support so work is ready to execute when scheduled. Track shortages and escalate risks after they affect due dates.
• Plan work around restricted and critical clinical spaces, access windows, infection-control precautions, life-safety requirements, outages, and scheduled after-hours maintenance. Coordinate rescheduling with management and the COR when mission requirements prevent access.
• Monitor schedule execution and backlog daily. Track PM, emergency, urgent, and routine corrective maintenance against PWS deadlines; immediately elevate work at risk of becoming overdue.
• Review all scheduled PM activity and completion records within three business days of the required completion date. Maintain an exception list and support weekly reporting of incomplete or unsatisfactory PM work.
• Ensure the COR is notified after the original scheduled date when a PM, test, or inspection cannot be performed. Coordinate recovery plans and required interim measures, including ILSM actions when applicable.
• Ensure deficiencies found during PM are linked to corrective work requests or service orders in DMLSS-FM / LogiCole and that the relationship between records is traceable.
• Coordinate completed work with Quality Control so inspections occur within required timeframes and closeout packages reach the DHA DSS within two duty days for PM and five duty days after QC acceptance for CM.
• Review work packages for complete labor, technician, material, part, cost, task-performance, equipment-reading, test/certification, and craftsman-comment documentation after submission for closeout.
• Support the Weekly O&M Meeting, Monthly O&M Progress Report, and management briefings with schedule status, completed work, backlog, overdue work, constraint analysis, recovery actions, labor loading, and forecast information.
• Maintain planning and scheduling records, performance dashboards, and auditable files; identify trends and recommend improvements to PM optimization, workflow, backlog reduction, reliability, and resource utilization.
• Perform other planning, scheduling, and work-control duties necessary to meet the PWS and support safe, continuous healthcare-facility operations.
Required Qualifications
• Minimum three years of planning and/or scheduling experience related to facility operations and maintenance. This combined position must demonstrate the PWS-required knowledge and experience for both planning and scheduling functions.
• Demonstrated ability to identify, assess, and plan work to eliminate execution delays and to publish schedules that optimize resources within operational constraints.
• Working knowledge of preventive maintenance, corrective maintenance, work control, backlog management, resource loading, job estimating, parts/material coordination, and maintenance closeout.
• Experience with a computerized maintenance management system (CMMS). DMLSS-FM / LogiCole experience is strongly preferred.
• Ability to interpret equipment manuals, maintenance procedures, drawings, specifications, codes, and regulatory maintenance requirements.
• Strong written and verbal communication, organization, prioritization, analytical, and customer-service skills.
• Proficiency with Microsoft Excel, Word, Outlook, and scheduling/reporting tools.
• Ability to obtain and maintain required installation access, credentials, training, and background eligibility.
Preferred Qualifications
• Healthcare, hospital, military medical treatment facility, or other 24/7 mission-critical facility experience.
• Knowledge of Joint Commission Environment of Care and Life Safety documentation requirements.
• Familiarity with NFPA, UFC, OSHA, infection-control, interim life safety measures, utility shutdown, and seasonal maintenance requirements.
• Experience coordinating multiple skilled trades, subcontractors, quality inspectors, clinical occupants, and Government stakeholders.
Key Working Relationships
Internal: CMM/ACMM, trade supervisors, technicians, Work Reception, Quality Control, Service Order team, warehouse/procurement, safety, and subcontractors. External: COR/Facility Management, DHA DSS, USACE representatives, clinical departments, installation support offices, and other contractors.
Physical and Work Environment
• Work is performed in an active, occupied healthcare campus and may require visits to mechanical rooms, roofs, interstitial spaces, construction areas, and patient-care support areas.
• Must be able to safely walk job sites, climb stairs, wear required PPE, and comply with infection-control, safety, security, and restricted-area procedures.
• Some early, late, weekend, holiday, or emergency support may be required to coordinate outages and work that cannot occur during normal hospital operations.
