Controller

The Development Controller leads all accounting operations for the company and its affiliated entities. This role is responsible for accurate and timely financial reporting, general ledger integrity, budgeting and forecasting, treasury operations, payroll oversight, and compliance across a complex 350+ multi-entity portfolio of affordable housing development, asset management, and construction businesses. The Development Controller partners closely with the CFO to establish and maintain financial controls, policies, and procedures, and serves as a collaborative leader and mentor for the accounting team. The role requires both technical depth and the leadership presence to build team capability, challenge conventional approaches, and drive continuous improvement across systems and processes. Duties and Responsibilities Accounting Operations and Financial Reporting Oversee all accounting operations, including establishing and maintaining accounting policies and procedures to ensure all financial transactions are controlled, executed, and documented in accordance with GAAP Supervise and maintain the integrity of the general ledger and all financial accounting and reporting systems across a 350+ multi-entity structure Prepare and distribute monthly financial packages that accurately summarize company business activity, financial position, and forward-looking projections Develop and maintain budgets and forecasts; analyze cash flow, identify trends, and track variances to mitigate risk and improve financial results Establish and maintain supporting schedules for all balance sheet accounts Set up books and records for new entities; maintain and update business organizational charts as the entity structure evolves Ensure compliance with local, state, and federal regulatory requirements across all active entities Lead the annual financial statement audit; coordinate with the Assistant Controller and external CPA firm on all audit support Entity and Bank Account Administration Manage the full lifecycle of entities in the master entity list and Sage 300 CRE, including setup, maintenance, and dissolution Oversee treasury operations, including cash management, banking relationships, and bank account administration (openings, closures, authorized signatories, access controls, and ongoing compliance) across multiple banking platforms Recommend and execute distributions based on available cash and anticipated future requirements Execute intercompany fund transfers between entities; book all related transactions in Sage 300 CRE Systems and Process Ownership Serve as the primary administrator of Sage 300 CRE, including user management, security roles, consolidations via Sage Office Connector, and system integrity Oversee payroll department, ensuring accurate and timely payroll processing for the company and affiliated entities, payroll budget and forecasting, and shared services allocations Partner with the CFO and accounting team to identify and implement opportunities to expand the organization’s use of technology Leadership and Team Development Directly manage, mentor, and develop the accounting team; conduct performance reviews, set goals, and provide regular, constructive feedback Lead weekly accounting team meetings and one-on-one meetings with direct reports Conduct weekly check-ins with the CFO to align on priorities, surface issues, and track open items Foster a collaborative, high-trust team culture that encourages professional development, skills growth, and cross-functional participation Work closely and collaboratively with the Construction Controller (ECI/JNB) to coordinate financial reporting and operational alignment across the corporate and construction accounting functions Qualifications: 10+ years of progressively responsible financial leadership experience, preferably in real estate development, affordable housing, construction, or a related multi-entity environment; or an equivalent combination of education, training, and experience. Bachelor’s degree in Accounting or Finance 5+ years of experience supervising and developing accounting staff Advanced knowledge of GAAP and financial accounting principles Demonstrated experience managing accounting operations in a complex, multi-entity environment (100+ entities preferred) Proficiency with Sage 300 CRE, including general ledger, reporting, and system administration Proficiency with Microsoft Office (Word, Excel, Outlook) Exceptional organizational skills; ability to prioritize and manage competing deadlines in a high-volume environment High attention to detail with adherence to strict deadlines and procedures Strong analytical and problem-solving skills with demonstrated ability to exercise sound, independent judgment High level of integrity and reliability, including handling sensitive and confidential information Collaborative leadership style with demonstrated ability to develop team confidence, deliver constructive feedback, and drive a culture of continuous improvement Effective communicator — clear, direct, and confident both verbally and in writing Comfort challenging the status quo and bringing forward alternative perspectives to senior leadership Experience in affordable housing development, LIHTC project accounting, or related public-benefit real estate Affordable housing development and tax credit finance operate differently from standard real estate or corporate accounting environments. The multi-entity structure, the interplay between development, asset management, and construction entities, and the regulatory requirements of LIHTC and related programs create a level of complexity that typically requires one to two years to fully navigate. Candidates who bring industry-adjacent experience and a genuine appetite for learning this work will be strongly considered.
