Duties

Help

At the highest advertised grade, you will:

  • Develop regulatory strategies (developing, implementing, and interpreting regulations) and non-regulatory strategies (policy development and analysis, voluntary initiatives, public/industry education and outreach, and partnership building) to achieve reduced chemicals risks or prevent pollution and conserve natural resources.
  • Provide outreach and education, guidance and technical information to stakeholders on their activities by adapting guidelines and precedents to specific issues or problems to promote a multimedia approach to chemical risk management and pollution prevention/source reduction.
  • Write substantial portions of policy analyses for pollution prevention, regulations, directives, and programs.
  • Recommend changes and additions to portions of strategies and plans for communicating regulatory and policy decisions and programmatic information to affected and interested parties.
If you are hired at a lower grade level, your duties will be less complex and you will have more supervisory oversight. You may be promoted to more complex duties and work more independently, as your career progresses. NOTE: Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

NOTE: You must meet qualification requirements by the closing date of this announcement.

To qualify for the GS-09 level, you must have one of the following:
  • 1 year of full-time* specialized experience equivalent to at least the GS-07 level defined as collecting and reviewing technical information contributing to the development of regulatory and non-regulatory strategies and approaches to reduce chemical risks or prevent pollution; provide routine outreach, guidance, and technical assistance to stakeholders
  • master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position
  • equivalent combination of education and experience
To qualify for the GS-11 level, you must have one of the following:
  • 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as developing risk determinations for chemicals undergoing the risk evaluation process; contributing to the development of risk management regulations and/or risk management approaches
  • Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position
  • equivalent combination of education and experience
NOTE: 1 year of full-time undergraduate study is 30 semester or 45 quarter hours. 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that information cannot be obtained from the school, 18 semester hours is considered 1 year of full-time study.

To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 defined as developing or contributing to regulatory and non-regulatory strategies; conducting policy or program analyses; and assisting in communication of regulatory or policy decisions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed in the Overview section.
