The Orleans Parish Sheriff's Office provides the care, custody, control, and rehabilitation of inmates. The plumber installs, repairs, maintains, and secures high-use, piping systems, that carry water, gas, and waste within a correctional institution. They are responsible for diagnosing leaks, clearing blockages, and ensuring plumbing systems comply with regulatory codes. They ensure the continuous operation of water, gas, and sanitation infrastructure while strictly adhering to rigorous safety, security, and contraband protocols.

Primary Job Duties & Functions:
• Institutional Maintenance: Repair and maintain heavy-duty, vandal-resistant plumbing fixtures, vacuum waste systems, and industrial kitchen or laundry equipment.
• Installation: Cut, assemble, and install pipes, fittings, and fixtures (e.g., sinks, toilets, etc.).
• Diagnostics & Repair: Inspect plumbing systems, troubleshoot malfunctions, locate leaks, and clear drain obstructions.
• Compliance: Follow blueprints and ensure all work adheres to local and state building codes.
• Emergency Response: Respond immediately to system disruptions, intentional toilet backups, or pipe tampering caused by inmates.
• Client Relations: Estimate costs for materials and labor, communicate timelines, and provide excellent customer service.
• Maintenance: Perform routine system checks and preventative maintenance to ensure systems operate safely and efficiently.
• Security Compliance: Account for every tool, part, and piece of equipment at all times to prevent them from becoming contraband or weapons.
• System Inspections: Conduct routine security checks on accessible piping, utility chases, and shut-off valves to prevent tampering.

Qualifications & Skills
• Valid state or local plumbing license (Journeyman certification or Master plumber preferred).
• High school diploma or GED; trade school diploma or completion of a formal apprenticeship.
• Expert understanding of water distribution, drainage systems, and blueprint reading.
• Manual dexterity, physical strength to maneuver in tight spaces, and proficiency with hand and power tools.
• (Specialized Knowledge preferred) Proficiency with institutional pneumatic systems, electronic flush valves, and anti-ligature fixtures.
• Situational Awareness: Strong emotional resilience and high alertness to operate safely within a secure environment.
• Problem-solving, strong troubleshooting abilities, and clear communication with coworkers and other construction professionals.

Job-related environmental factors: The employee routinely works in an indoor environment but will occasionally work in outdoor weather conditions. The employee occasionally works near moving mechanical parts; in high, precarious places; and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration. The employee works a significant amount of time inside a detention center, dealing on a daily basis with inmates. While good behavior is expected of the inmates, some contact may be had with inmates who are or may be violent or have a mental illness. Working conditions can be highly stressful.

Physical demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; talk or hear. The employee must occasionally lift or move office products and supplies, up to 50 pounds.
