THE OPPORTUNITY
The Inland Empire Utilities Agency is seeking a motivated and highly analytical professional to join the team as a Government Affairs Analyst I-II (DOQ), supporting the Agency’s legislative, regulatory, policy, and intergovernmental affairs activities. Reporting to the Grants & Government Affairs Officer, this role plays an important part in monitoring and analyzing legislation and regulations, developing strategic recommendations, coordinating with Agency departments and external stakeholders, and advancing the Agency’s interests at the local, state, and federal levels. In this position, you will research, monitor, analyze, and interpret current and proposed legislation and regulations that may affect the Agency’s programs, operations, and financial interests. You will prepare legislative summaries, position papers, policy principles, correspondence, and other written materials; coordinate staff reviews and responses to proposed legislation and regulations; and support the Agency’s engagement with legislators, elected officials, governmental agencies, member agencies, industry organizations, and community stakeholders. You will also assist with Board and committee presentations, track local agency and Board agendas, evaluate potential funding opportunities in coordination with Grants Analysts, and participate in professional and industry committees and forums.EDUCATION, TRAINING, AND EXPERIENCE
A typical way of obtaining the knowledge, skills and abilities outlined above is: Government Affairs Analyst I Graduation from a four-year college or university with a degree in public or business administration, political science, environmental or earth sciences, engineering, or a related field. Two years of professional experience in legislative analysis, field assignment with a legislative office or policy committee, or private sector campaigns and communications. Experience in water and wastewater compliance in a public agency is preferred. Government Affairs Analyst II A Government Affairs Analyst I may be considered for advancement to Government Affairs Analyst II after demonstrating proficiency to perform the full range of duties of the latter class.LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program. Skills and Abilities Ability to research, monitor, analyze, and interpret complex federal, state, and local legislation, regulations, and policy issues that may affect Agency programs, operations, and financial interests, with the ability to clearly communicate findings and recommendations. Ability to develop clear, concise, and persuasive written materials, including legislative summaries, position papers, policy recommendations, correspondence, comment letters, speaking points, reports, and presentations for a variety of audiences. Ability to establish and maintain effective working relationships with Agency staff, member agencies, governmental agencies, elected officials, community organizations, industry groups, and other stakeholders while representing the Agency in a professional and effective manner. Ability to manage multiple priorities, organize work, meet critical deadlines, and adapt to changing legislative and regulatory environments; desirable experience includes monitoring legislative activity, coordinating stakeholder responses, and supporting advocacy or intergovernmental relations efforts. About Us The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. Under the leadership of a directly elected five-member Board of Directors, the Agency is committed to supporting the needs of its service area and safeguarding public health through significant investments in a diverse water supply portfolio, reliable municipal/industrial wastewater collection and treatment services, and other related utility services in a regionally planned and cost-effective manner. As a member agency of the Metropolitan Water District of Southern California (Metropolitan), IEUA provides supplemental water supplies, primarily via the State Water Project (SWP) for distribution among nine retail agencies. IEUA also replenishes local groundwater supplies with captured stormwater and recycled water produced by IEUA that is later extracted by local water agencies for use as a drinking water supply.
