Waste Program Service Center Analyst

This role is primarily responsible for overseeing budget development for the Waste Management Program service center, along with managing the control accounts for both the Waste Management Program and the Waste Management Service Centers. Key responsibilities include annual budget planning and work scope in coordination with waste generators and facility management personnel. The position involves close collaboration with program managers and project managers to plan, schedule, monitor, control, and integrate program and portfolio budgets and schedule. This role requires applying established financial and procedural guidelines, along with the ability to develop creative, thorough, and practical solutions that align with organizational goals. Idaho National Laboratory is hiring a Program Management Analyst to work on our Environment, Safety, Health and Quality (ESHQ) team. Our team works a 9x80 schedule located out of our Idaho Falls facility with every other Friday off.

Essential Job Functions and Responsibilities:

• Communicate with key collaborators to determine portfolio, program, and project requirements and objectives.
• Confer with portfolio, program, and project personnel to identify and resolve problems.
• Create portfolio, program, and project status presentations for delivery to customers, sponsors, and other collaborators.
• Develop or update portfolio, program, and project plans including information such as objectives, technologies, schedules, funding, and staffing.
• Collaborate with portfolio, program, and project managers to develop, integrate, and optimize planning and programming projections.
• Collaborate with project managers, project controls analysts, planning and financial control specialists
• Plan study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, or cost analysis.
• Observe, receive, and otherwise obtain information from all relevant sources.
• Provide information to management, co-workers, and subordinates by telephone, in written form, e-mail, in person, or through other available communications management systems.
• Develop constructive and cooperative working relationships with others and maintain them over time.
• Gather and organize information on problems or procedures.
• Analyze information and evaluate results to choose the best solution and solve problems.
• Provide guidance and expert advice to management or other groups on technical, systems-, or process-related topics.
• Strategize, implement, and maintain program area initiatives that adhere to organizational objectives.
• Develop the program area tools, practices, and policies along with assessment protocols for evaluation and improvement.
• Lead the implementation of the program area that enables the organization and Project, Program and Portfolio Teams to achieve goals.
• Ensure projects are aligned with the program area’s strategic plan through support and guidance.
• Other duties as assigned

Knowledge/Skills/Abilities:

• Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
• Considering the relative costs and benefits of potential actions to choose the most appropriate one.
• Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
• Ability to work under pressure, simultaneously addressing multiple complex tasks to meet commitments while maintaining quality of work and a professional interface.
• Ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing that there is a problem.

Required Qualifications:

• Level 2: Bachelor's Degree in relevant field from an accredited institution and (2) years of relevant professional experience or a Masters Degree.
• Level 3: Bachelor's Degree in relevant field from an accredited institution and (5) years of relevant professional experience or a Masters Degree and (2) years of relevant professional experience.
• Relevant experience commensurate with level. Experience includes work in financial, scheduling, and work management processes.
• Proven track record bringing project and program data into a useable and manageable format.
  
  

Preferred Certifications:

• PMI PMP, PgMP, or other relevant professional certification.
• Degree in business management, finance or accounting.
  
  

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use hands to handle materials, manipulate tools, keyboard and type, reach with hands and arms, and operate job-related equipment including motor vehicles. The employee must occasionally lift and/or move up to 50 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.

Job Information:

• The pay range for this position is: Level 2 ($66,504 - $136,356) / Level 3 ($79,344 - $162,732). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

• Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
