The client participates in proceedings before the Federal Energy Regulatory Commission (FERC) and PJM Interconnection to ensure that transmission and wholesale power rates are just and reasonable and that the interests of District residents are protected when decisions are made regarding electricity market design and transmission planning. Several active cases before FERC address the allocation of transmission costs and changes to PJM rules governing rapidly increasing electricity demand from data centers. The selected candidates will provide paralegal and legal assistant support to the evaluation, development, and litigation of these and other related matters. This is a part-time temporary engagement of 8 to 12 hours per week for approximately eight weeks, concluding September 30, 2026. Work is performed onsite in Washington, DC. Remote and hybrid arrangements are not available for this role. Placement is contingent upon contract award to Dhaka Technologies Limited Company. Background Check and Confidentiality Requirement This position requires a background and security check. Successful completion is a mandatory condition of placement and cannot be waived. Candidates must also execute a signed confidentiality agreement covering all information collected and reviewed during the assignment before the first day of work. Key Responsibilities Examine and evaluate information contained in FERC case files and PJM proceedings. Select, summarize, and compile comparative data to evaluate comments and filings submitted in FERC case files and PJM proceedings. Review economic trends and forecasts at the national and regional level to assess the impact of intervention in FERC investigations and litigation. Support ongoing energy policy development work, including policy planning efforts, public information gathering, matters before the District of Columbia Public Service Commission, and related activities. Conduct legal research and prepare written summaries, memoranda, and supporting materials for the assigned Program Manager. Submit a daily timesheet recording total hours worked per day, together with a weekly total. Required Qualifications Must pass a background and security check. This is a condition of placement. Must sign a confidentiality agreement covering information collected and reviewed during the assignment. High school diploma or GED. Demonstrated understanding of FERC and PJM issues. Previous experience evaluating, developing, and providing support for litigation cases. Experience with legal research and writing. Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook. Ability to establish and maintain effective working relationships with coworkers. Speed and accuracy in completing assigned work. Strong organizational skills and close attention to detail. Ability to work onsite in Washington, DC on a schedule set by the client. Ability to maintain professional attire appropriate to a business environment. Preferred Qualifications Paralegal certificate, or current enrollment in or completion of a Juris Doctor program. Prior exposure to energy or utility regulatory practice, including work before FERC, PJM, a state public utility commission, or a consumer advocate office. Familiarity with FERC eLibrary and eFiling systems and with PJM stakeholder process documentation. Compensation and Engagement Terms $40.00 to $52.45 per hour. Rate is determined by experience and qualifications. This is a temporary W2 hourly engagement. Compensation is paid against approved timesheets. This position does not include healthcare, retirement, or paid leave benefits.
