Summary

This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Help

Major duties include but not limited to:

• Manages the lifecycle of non-expendable assets in the VA HCS and supported catchment area.
• Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools.
• Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions.
• Advanced planning requires significant interaction and coordination with service lines, biomedical engineering, and other stakeholders to balance competing priorities including clinical requirements, technological advancements, and budget constraints.
• Computes requirements for equipment, inventory items.
• Utilizes a rang of well-established and commonly applied inventory principles, standard and non-standard methologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions.
• Participates in strategic planning.
• Develops and supports the creation of acquisition strategies and standardization initiatives.
• Conducts data/information analysis for acquisition planning.
• Assists customers in the creation of Performance Work Statements for equipment procurement.
• Perform equipment procurement.
• Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders.
• Corresponds with procurement officials, vendors, project engineers and other stakeholder of hazardous materials disposal.
• Disposes of surplus or excess property.
• Acts as the Custodial Official for VA during the sale process and until property is removed from the assignment area.
• Performs inventory management control.
• Manages and controls NX assets for a VA HCS and supported catchment area.
• Serves as a subject matter expert to all services and service lines.
• Ensures equipment accountability.
• Resolves inventory problems.
• Identifies and rectifies asset management issues with other services.
• Travel may be required to perform equipment management duties, transferring of equipment.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/08/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -7 position you must have served 52 weeks. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use. OR;

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR;

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level of education, or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

Physical Requirements: Work involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors; but could occasionally, be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between services locations and recycling centers.
