If your answer is yes, we want you to join our team at the Utilities Commission. The NC Utilities Commission is looking for a Public Utilities Regulatory Analyst I. This position within the Engineering, Regulatory Policy, and Federal Affairs (ERFA) team serves as a regulatory policy analyst within the Operations Division and provides technical and policy support on a wide range of utility regulatory matters. The primary focus of the position is the regulation of natural gas and water/wastewater utilities, including rate proceedings, certificates of public convenience and necessity, infrastructure replacement mechanisms, service quality, and other regulatory matters. The position also supports the Commission's oversight of gas pipeline safety, including coordination with the Commission's gas pipeline safety team. In addition, the position will participate in transportation and telecommunications regulatory issues. Responsibilities include: • Reviewing utility testimony, financial and engineering analyses, and supporting documentation. • Conducting quantitative and policy analyses. • Preparing written recommendations, memoranda, and briefing materials for Commissioners. • Assisting attorneys during evidentiary hearings; and collaborating with engineers, accountants, economists, and attorneys to develop recommendations consistent with North Carolina law and Commission precedent. The successful candidate will develop expertise in utility regulation while working on complex proceedings that have significant impacts on public safety, utility reliability, and customer rates. The position is expected to manage an assigned portfolio of regulatory proceedings with a high degree of independence, exercising sound professional judgment while working collaboratively with attorneys, engineers, economists, accountants, and Commission leadership. This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.
