Senior Science and Technology Business Analyst

DescriptionSAIC is hiring a Senior Science and Technology Business Analyst to support the Chief Technology and Engineering Office within the DoD Office of Strategic Capital (OSC). The Senior Science and Technology Business Analyst will support OSC’s work toward informing investments in critical technology areas for national security. This work strives to advance component technologies with broad effects across the 31 covered categories specified in the FY24 NDAA. Impact objectives in these areas include U.S. leadership, step-change improvements in integrated performance, reduction in end-to-end chain cost and time to market, and building toward resilient, sustainable, industrial business ecosystems. For meaningful fast and efficient progress, technology factors such as manufacturing readiness, scaling inflection points, and ease of system integration must be overlaid with business and market factors, such as alignment with other public initiatives and commercial opportunities.In support of OSC’s Chief Technology and Engineering Officer (CTEO), the Senior Science and Technology Business Analyst will have responsibility to lead analysis of the business case and future prospects for such “deep tech” investments as identified by OSC’s Investment Strategy and placed in the context of other government efforts to accelerate maturation and commercialization of crucial components and materials. This position will work within the CTEO team to map and analyze emerging and established technologies through primary market research with companies, SBIR/STTR participants, Manufacturing Innovation Institutes, TechHubs, and other regional technology ecosystems. This position will lead an integrated synthesis of technological, business, and regional factors towards a framework for understanding the benefits, concerns, and tradeoffs in assessing OSC investment opportunities. Once OSC’s early investments became established, this framework will be adapted to provide guidance to OSC’s Investment Team on monitoring and decision making. The position requires interaction with government and private sector individuals at all levels of authority and technical acuity, and therefore the individual must be able to effectively communicate complex information through excellent verbal and written skills.Job Responsibilities:Support activities related to OSC’s Technical Working Group, which will inform OSC’s development and execution of its investments, and the OSC Program related initiatives, which will provide DoD insights to licensed investors.Plan and organize on-site visits to Manufacturing Innovation Institutes, TechHubs, and other regional technology ecosystems.Facilitate meetings, record meeting notes, engagement logs, and follow up on action items.Provide mapping, meta-analysis, and reporting of technology developments and trends in regional technology ecosystems to assist in evaluation of investment opportunities and gaps.Support OSC’s internal knowledge bank through curation of articles, analyses, memos, and case studies.Assist in drafting high quality reports, white papers, and presentations to partners, coordinate and facilitate technical interchange meetings, and work effectively in multi-disciplinary, dynamic environment.Interpret questions coming from OSC Investments and Strategy, partners within OUSD(R&E), and external stakeholders and respond quickly.This position is on-site in Arlington, VA but will have the opportunity to telework, up to two days a week. Travel up to 15% may be required.QualificationsREQUIRED CLEARANCE:No clearance required to start; Ability to obtain a Secret clearance required to maintain employment.US citizenship required.REQUIRED QUALIFICATIONS:Bachelors and fifteen (15) years experience; Masters and thirteen (13) years experience. B.S. in Science, Engineering, or Economics discipline with a record of financial analysis in technology and infrastructure.Capable of integrating findings, risks, issues, and recommendations with technical and business subject matter experts and presenting such clearly and concisely verbally, in short memos, and in presentations. Capable of case analysis related to critical technologies, regional ecosystem attributes, government policy, and other topics relevant to the organization. Ability to quickly learn unfamiliar areas needed to broadly support OSC goals.Ability to maintain focus and productivity in a rapidly paced environment with frequently changing priorities.Ability to work with partners having a variety of expert backgrounds and respond with professionalism. Excellent communication and proactive teamwork skills.Strong statistical skills and experiences with a variety of data analysis and visualization tools, i.e. R, Stata, Matlab, or other statistical software.Strong verbal and written communication skills, as well as proficiency in standard Office tools.DESIRED QUALIFICATIONS:Experience in research related to government policy, entrepreneurship, and technology competition preferred.Experience leading quick-turn technology investment analysis and evaluations preferred.
