Description
The City of Anaheim Community Services Department is seeking Recreation Leader II's. This is a part-time position averaging 20 hours per week, however, no minimum number of hours is guaranteed. Hours may include weekends, evenings, and some holidays.


One (1) year of experience performing duties comparable to a Recreation Leader I is required. Recreation Leader I is the entry-level class in the Recreation Leader Series. This position, Recreation Leader II, is the second level of the Recreation Leader Series.

The following locations currently have vacancies for Recreation Leader II:

Active Older Adult Programs - Staff assigned to this position provide support to the programs and services available to seniors at the Downtown Anaheim Community Center, Brookhurst Community Center, East Anaheim Community Center, Miraloma Family Resource Center, Ponderosa Family Resource Center, Downtown Anaheim Youth Center, West Anaheim Youth Center and the East Anaheim Gymnasium. Some of the key responsibilities of this position include providing customer service in person and by phone, assisting with the coordination and implementation of programs and special events, ensuring proper and safe room set-ups for scheduled programming, providing program and service information to seniors and assist with program registration. Ideal candidate has an outgoing personality and enjoys interacting with seniors. Must be available to work at varied locations Monday through Sunday. Typical program hours are between 8:00a.m.-8:00p.m., but may vary for special events and seasonal programming.

CampVenture - During the summer, this position will lead a group of camp participants through activities such as outdoor sports, games, and crafts. This ten-week program for ages 6-12, Monday through Friday from 7:30 a.m. until 6:00 p.m. from June 8 - August 14. During the remainder of the year, if available, this position will assist with afterschool programing Monday-Friday 3pm-6pm. Experience working with children, creative, energetic and engaging personalities highly desired.
Downtown Anaheim Community Center - This position provides essential support to the daily operations of the community center and serves a diverse group of facility users including programs for youth, families and senior citizens, non-profits, community-based organizations, and a variety of private rentals. Assigned staff are responsible for monitoring facility use, handling the set-up and take down of tables, chairs, and other equipment for facility user groups, and providing program, rental, and City services information. Facility set-ups for the community center range from small meetings spaces to large special events accommodating nearly 250 individuals. Must be available to work Monday through Sunday between the varying operational hours of 8:00a.m.-1:00a.m. Ideal candidate is customer service oriented, and has an energetic and outgoing personality.

Family Resource Centers- Staff will provide support to the daily operations of our local Family Resource Centers, and interact regularly with youth, families, and senior patrons utilizing our programs and services. Typical duties of this position include assisting customers at the front desk and by telephone, ensuring proper and safe room set-ups for facility user groups, monitoring facility use, and providing support to the implementation of Human Services programs, services, and special events. Must be available to work at varied locations Monday through Sunday between the operational hours of 8:00a.m.-10:00p.m., but may vary depending on special events and private rentals.

Neighborhood Services - Staff assigned to this position will provide support to the Anaheim Mobile Family Resource Center Program, Neighborhood Cleanup events, and other neighborhood community engagement outreach activities. Staff will lead and plan neighborhood visits throughout the city, work with property owners and other city departments, organize and request needed supplies, prepare and distribute flyers, ensure proper and safe set-up of canopies, tables, and chairs. Must be available to work at varied locations Monday through Friday between 9:00 a.m. to 7:00 p.m. and Saturdays between 8:00 a.m. and 2:00 p.m., but may vary depending on programming needs. Ideal candidates are energetic, friendly, and resourceful while providing customer service to the public.


Oak Canyon Nature Center - During the summer, this position will plan and lead a station focused on art, games, nature or traditions for camp participants. This is a nine-week program for ages 5-12, Monday through Friday from 8:00 a.m. until 2:00 p.m. from mid-June to mid-August. During the remainder of the year, this position will lead hikes, assist with trail maintenance, nature programs, and facility rentals. Camp experience, experience working with children, and knowledge of nature and wildlife is desirable.
Parks and Outdoors Facilities - Under moderate supervision, the Recreation Leader II position performs a variety of facility attendant duties related to community use of athletic sports facilities, picnic shelters, and open park areas for rentals, tournaments, and special events. Typical duties include: Supervise and monitor use of facilities, inspect facilities for safety/cleanliness, prepare facility for users, provide information regarding facility, prepare reports, establish working relationships with groups and provide assistance to meet their needs. Performs other job-related duties as required. This is a part-time position of approximately 20 hours per week that primarily includes evenings, weekends, and holidays.

Pearson Park Amphitheatre - Pearson Park theater staff are involved in every aspect of our theater which features concerts, cultural shows, family friendly entertainment and Summer Nights Under the Stars Program. The position is a vital member of the cultural arts team providing customer service, snack bar operations, usher service; event set up and clean-up activities including custodial support. The typical hours for this position are evening and weekend shifts, but may vary depending on the event.

Project S.A.Y. Teen Centers - Staff assigned to Teen Centers will provide support to our daily operations and interact with the youth and families at any one of our six (6) Project Support Anaheim's Youth Teen Center locations. Staff plans, develops, organizes, and implements daily recreational programming for area teens including homework assistance, arts & crafts, recreational games, and leadership activities, among others. Part time staff assigned to teen centers are expected to work approximately 20 hours per week; however, hours are not guaranteed. This position requires availability Monday-Friday, 2 p.m.-7 p.m.
Wilderness Survival -This position will plan and lead the Wilderness Survival Camp during the summer, which teaches outdoor safety and survival strategy. This is a four-week program for ages 12-15, Monday through Friday from 8:00 a.m. until 2:00 p.m. from mid-June to mid-August. During the remainder of the year, this position will lead hikes and assist with trail maintenance, nature programs, and facility rentals. Camp and outdoor education experience, experience working with children, and knowledge of nature and wildlife are desirable.
Youth Centers - Staff assigned to Youth Centers will be assigned at any one of three youth center locations. Under the supervision of the site coordinator, staff will provide customer service and carry out front desk operations by providing general information and assistance to the public. Duties will include answering phone calls, providing information and resources to the public, supervising facility operations, report writing, performing custodial duties, and providing general support to the Community Services Coordinator, as needed. Part-time staff assigned to Youth Centers are expected to work approximately 20 hours per week; however, hours are not guaranteed. This position has the potential to be assigned to various city locations with available hours ranging from Monday through Sunday, between the hours of 8:00 a.m.- 9:00 p.m., including holiday hours and some weekends.

Youth Programs - Staff will lead, plan and actively participate in program activities for after school and mobile recreation programs including: STARS, Fun on Wheels, and Ramp N' Roll. Staff must be available to work at varied park locations throughout Anaheim from 2:30pm - 6:00pm Monday-Friday. Ideal candidates are active, outgoing, have the ability to help with homework and experience working with children is required.
DISTINGUISHING CHARACTERISTICS:

This is the full journey-level class in the Recreation Leader series. This position requires a specific knowledge of and interest in sports, arts and crafts, education, leisure activities for youth and/or adults, and or community center and facility maintenance and operations. This class is distinguished from the Program Specialist in that the latter is responsible for all program planning, staff supervision, and administration for a particular recreational program area. An employee may be promoted from Recreation Leader I to Recreation Leader II without qualifying through the competitive process. Placement within the series is subject to department needs and an incumbent's qualifications.

Essential Functions
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

  • Prepare reports and maintain records as assigned.
  • Provide exceptional customer service to our internal and external customers.
  • Establish working relationships with groups and provide assistance to meet their needs.
  • Prepare facilities, including sports fields, youth care centers, and community centers, for programs and services; clean up facility at conclusion of event, rental, or program.
  • Monitor facility use; troubleshoot participant and facility users concerns; ensure facility set-ups are safe, properly set-up, and meet the facility user needs.
  • Maintain a safe program environment for participants, facility users, and staff; care and maintain all equipment issued; inform supervisor when there are hazards or when equipment needs replacing.
  • Communicate with parents and school site staff regarding programs.
  • Plan, organize, implement, lead, and assist in one or more recreation program, activities, and/or systems at one or multiple sites; plan, evaluate, and schedule programs.
  • Provide direction to Recreation Leader I's and other part-time staff and volunteers; assign tasks and duties and monitor performance.
  • Coach and officiate youth sports games; set-up and take down tables, chairs, sporting and gymnastics equipment, and other equipment and materials.
  • Assist customers at the front desk and on the telephone with questions or concerns regarding recreation programs and services and facility rentals; register customers for classes and facility rentals using Department registration and facility software; resolve enrollment and facility rental issues.
  • Assist customers at concession counter; oversee the collection, recording and depositing of all monies received.
  • Perform related duties and responsibilities as required.
Qualifications
Experience: One year of experience performing duties comparable to a Recreation Leader I in the program to which assigned.
Knowledge of:
  • Basic principles of employee and volunteer supervision and training.
  • Principles, practices, and service delivery needs related to the program area(s) to which assigned.
  • Procedures for planning, implementing, and maintaining a variety of recreation and leisure activities and programs; recreational, cultural, age-specific, and social needs of the community.
  • Applicable Federal, State, and local laws, regulations, codes, and guidelines related to the program area and facilities to which assigned.
  • Recreation site management and oversight.
  • Safety principles and practices, including basic first aid and adult and/or child cardiopulmonary resuscitation (CPR) methods; applicable safety precautions and procedures related to the program area(s) and facilities to which assigned.
  • Principles and practices of basic public relations techniques.
  • Principles and procedures of record keeping, cash handling, and report preparation.
  • Business arithmetic and statistical techniques.
  • Modern office practices, methods, computer equipment and computer applications.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for effectively dealing with individuals of various ages, various socio-economic and ethnic groups, and effectively representing the City in contacts with the public.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.
Ability to:
  • Plan, oversee, implement, and coordinate assigned recreation program operations and activities, as well as staff, contractors, and volunteers.
  • Plan and prepare recreation activities, reports, and other related program materials.
  • Understand the organization and operation of recreation programs and facilities necessary to assume assigned responsibilities.
  • Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations.
  • Work independently while supervising facilities and user groups.
  • Deescalate conflict.
  • Understand, interpret, and apply facility use policies and procedures.
  • Provide courteous assistance to facility patrons.
  • Lift and move tables and chairs and arranging facilities for community events and/or meetings.
  • Handle rescues, medical emergencies and injuries in a calm and effective manner, including providing basic first aid and adult and/or child cardiopulmonary resuscitation (CPR).
  • Maintain facilities and equipment in a clean, safe, and secure manner.
  • Operate modern office equipment including computer equipment and software programs.
  • Maintain accurate logs, records, and basic written records of work performed.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
License/Certification Required:
  • Certain positions may require possession of a valid California Driver's License by date of appointment.
  • Positions assigned to certain programs may also require CPR certification.
  • Must be able to obtain a work permit prior to appointment if under the age of 18.

Note: Possession of a current (less than two years) tuberculosis clearance slip by date of appointment. Fingerprinting at the time of hire is a state-mandated requirement for all employees having direct contact with minors.
Supplemental Information
This is a part-time position usually averaging 15-20 hours per week. A minimum number of hours is not guaranteed.

RETIREMENT - Anaheim employees become members of the California Public Employees' Retirement System (CalPERS).


Employees hired prior to or after January 1, 2013, who are an existing CALPERS member or a member of an agency with reciprocity with the City of Anaheim, will be enrolled in the 2.7% @ 55 CalPERS retirement benefit formula. Employees' contribute 4.75% on a pre-tax basis for this enhanced retirement benefit.

Employees hired after January 1, 2013 , who have never been a CALPERS member, or is a member of a retirement system (CalPERS or reciprocal) but has a break in service longer than six (6) months, will be enrolled in the 2% @ 62 CALPERS benefit formula. Employees contribute 6.75% of the normal benefit costs for this retirement benefit.
Members are eligible for a pension at retirement with five or more years of full - time equivalent service and age 55.


DEFERRED COMPENSATION PLAN (457): The City of Anaheim enrolls part-time 20-Hour employees in a Deferred Compensation Plan (457). Employees contribute 7.5% of their earnings (before taxes).


Part time 30-hour and 20-hour Employees hired after March 31, 1986 pay 1.45% contribution towards the Medicare Plan. The City does not participate in Social Security.
