SUMMARY STATEMENT
The Director of Finance works as a key member of the organization’s leadership team. The
Director of Finance will take a leadership role in building, implementing, and overseeing all of the financing activities of the organization. They work with the CEO, CFO, and Board Finance Committee members to provide financial guidance to the business decisions. The position reports to CFO. They will monitor and oversee all accounting infrastructure and coordinate with the Billing Department for the optimal revenue cycle management. They will provide enterprise-level financial leadership, oversee all accounting infrastructure, and partner with Billing and payer-related entities to strengthen revenue performance and organizational financial health. The position also needs to ensure compliance with the generally accepted accounting principles, agency policies and procedures, and internal controls. This role also contributes to long-range planning, evaluates financial opportunities, and supports organizational initiatives tied to payer strategy, IPA engagement, and value-based care performance.
The Director brings a high level of analytical rigor and organizational insight, ensuring that financial data is translated into clear direction for enterprise planning, operational alignment, and long‐term sustainability. This role plays a central part in evaluating payer performance, strengthening relationships with affiliated networks, and identifying opportunities that enhance the organization’s financial position.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES
· Oversees all accounting and financing activities of the organization.
· Ensures timely, accurate, and compliant financial statements aligned with GAAP, HRSA, and FQHC regulatory standards. Oversees all accounting and financing activities of the organization.
· Supervises month‐end closing activities and prepares the monthly financial reports.
· Oversees all accounting files and records; prepares/reviews organizational fiscal budget and monthly expenditure report/financial statements, provides projections, forecasts, and analyzes financial impacts with analysis of actual versus budget performance to determine variances.
· Prepares variance analysis with actual vs budget.
· Maintains and updates accounting policies and procedures.
· Evaluates and makes improvements to accounting processes while ensuring that practices comply with organization accounting policies.
· Ensures timely, accurate, and compliant financial statements aligned with GAAP, HRSA, and FQHC regulatory standards.
· Implements internal controls that safeguard assets, reduce risk, and support organizational integrity.
· Ensures adherence to all regulatory, contractual, and audit requirements.
· Coordinates independent financial and regulatory audits and establishes quality operational standards and cost controls to drive internal and external improvements.
· Prepares and coordinates with all external audits and HRSA site visits.
· Works with the CFO for the annual Unified Data Systems (UDS) and OSHPD reports.
· Supports and leads FQHC HRSA budgeting and preparation of various reports including Federal Financial Reports.
· Guides the organization through financial trends, risks, and opportunities to support sustainable operations.
· Advances multi‐year financial models and scenario analyses to support strategic decisions and organizational growth.
· Develops comprehensive financial models that anticipate emerging needs, evaluate organizational scenarios, and support leadership in planning for future service expansion, capital investments, and operational shifts.
· Works with the CEO, CFO, and CCO to develop internal budgets, projections, and forecasts that will have a long‐term effect on the organization.
· Advises leadership on the financial implications of programmatic, operational, and strategic initiatives.
· Strengthens internal financial systems to support transparency, accountability, and long‐term planning.
· Applies advanced analytical judgment to interpret complex financial patterns, assess organizational impact, and recommend adjustments that protect fiscal health and support mission‐driven initiatives.
· Makes recommendations according to accounting trends and tracks progress.
· Provides leadership with clear financial insights, risk assessments, and recommendations tied to payer performance, IPA activities, and reimbursement trends.
· Reviews reimbursement trends, utilization patterns, and payer performance to identify areas for improvement and ensure the organization maximizes available financial opportunities.
· Ensures financial practices support accurate attribution, compliant billing, and maximized revenue potential across all payer types.
· Collaborates with payer partners and affiliated physician associations to monitor performance trends, evaluate financial outcomes, and surface opportunities that support organizational revenue stability and growth.
· Serves as a key thought partner to senior leadership, offering forward‐looking assessments, risk evaluations, and financial interpretations that shape organizational priorities and resource allocation.
· Provides senior leaders with clear, actionable financial insights that support decision‐making, operational planning, and program development across the organization.
· Partners with clinical, operational, and administrative leaders to ensure financial considerations are integrated into organizational planning.
· Builds financial literacy across departments through clear communication, training, and accessible reporting tools.
· Serves as a trusted advisor to leadership by providing clear, data‐driven recommendations that support operational and strategic decisions.
· Manages internal procedures for monitoring of grant awards and work plans for compliance and ensures compliance with reimbursement protocols and procedures for funders and staff.
· Collaborates with External Affairs and supervises grant management and tracks expenses per contracts, funds, budgets, and programs.
· Interfaces with HR to oversee payroll and adherence to agency P&P and labor laws and regulations.
· Supervises employee benefits administration and drives annual renewal decision‐making processes.
· Monitors activities for banking, endowment funds, and other investments; manages investment policies and procedures; and prepares reports to the CEO and Board Finance Committee.
· Presents reports to the Board Finance Committee regarding the financial activities on a monthly basis at the request of or assignment by the CFO.
· Develops and manages short‐term and long‐term Capital Improvement Plans for facilities and equipment.
· Responsible for Inventory Management, including procurement, maintenance schedules, and burn‐rate reports for all departments, including Clinic pharmacy.
· Supervises and mentors Accounting and Billing staff.
· Oversees and develops the Finance team, fostering a culture of accuracy, accountability, and continuous improvement.
· Builds a high‐performing finance team with strong analytical capability and accountability.
· Ensures staff have the tools, training, and support needed to perform at a high level.
· Attends various leadership meetings including external association meetings.
· Special projects and other duties as assigned.
MINIMUM QUALIFICATIONS
· Bachelor's degree in Accounting, Business, Finance or related field plus Masters or CPA/CMA certification highly desired.
· Minimum 8 - 10 years of hands-on accounting experience in a paid position, utilizing all aspects of AP/AR/GL.
· Federally Qualified Health Center or Not for Profit work experiences are preferred
· Knowledge of GAAP and related regulations as well as government and non-profit accounting and OMB Circulars.
· Direct supervisory experience of paid employees.
· High level proficiency in Excel.
· Experience with financial modeling, forecasting tools, and data-driven decision support preferred.
· Exemplary follow-through reliability and accountability with a sense of urgency.
· Self-motivated starter with strong work ethics.
· Strong time management skills, including deadline prioritization of multiple projects with conflicting deadlines.
· Commitment to accurate and high-quality work.
· Maturity and trustworthiness to handle extremely confidential and sensitive information.
