Counselor - Elementary School Job Description Reports to: Campus Principal Application Deadline: Until Filled Length of work year: 192 Days Date Revised: 02/03/2021 Wage/Hour Status: Exempt Pay Grade: AP-03 Salary Range: $63,448 - $87,617 Minimum - Maximum Primary Purpose To organize, develop and implement the Guidance and Counseling plan of the District. Qualifications Education/Certification Master's degree or higher School Counselor's certificate required Experience A minimum of three years successful teaching experience Major Responsibilities and Duties Instructional Management Collects and interprets test data for use in student placement and instructional programs. Assists students failing to master any portion of STAAR end of course exams. Plans, conducts, and/or assists with staff development programs for individual school or districtwide personnel when appropriate. Consults with school administrators, faculty, and other special service personnel relative to the curricular offering which meets the abilities, interests, and needs of students. Cooperates with administrators and teachers in identifying students with special abilities and in providing appropriate classroom placement. Assists in procedures for grouping of students. Assists in the special education referral process and participates in the ARD meetings when appropriate. Assists in the English Language Learner's Academic Program through LPAC. Collects and reports student data for external tests including PSAT, SAT, and ACT. School/Organizational Climate Communicates effectively with students, staff, parents, and community in an appropriate manner. Initiates and supports programs that facilitate an appropriate climate for learning. School/Organizational Improvement Provides guidance services for counseling, consultation, and coordination to meet the educational, career, and personal-social needs of the student. Assists with the completion of the master schedule to ensure students are appropriately placed in classes needed for their academic success. Counsels and/or serves as a resource person for parents on problems affecting the orderly educational, physical, emotional, or social growth of the student. Personnel Management Works cooperatively with/and provide direction for secretaries/clerks in fulfillment of department goals and objectives. Administration and Fiscal/Facilities Management Complies with district policies, as well as state and federal guidelines. Recommends and implements the budget for campus guidance programs. Implements programs within budget limits. Student Management Works cooperatively with principal and attendance clerks to provide information concerning students. Develops and maintains effective counseling techniques with individual classroom, and/or groups of students to provide assistance in meeting educational, career, and personal needs. Provides crisis counseling and consultation to students. Keeps confidential the counseling relationship and information except when the student's condition requires intervention. Conferences with students, teachers, and parents concerning failing grades and work together for improvement. Informs students of the requirements for taking STAAR tests with emphasis the requirements for graduation. Interprets results of tests to students and parents. Uses individual test results to help access individual student's strengths and weaknesses. Plans and coordinates special programs for PSAT, SAT, and ACT. Disseminates information to students concerning summer school, correspondence courses, and other alternatives means of education. Recruits for and/or coordinates special interests programs. Conducts registration conferences with parents and/or students new to district for deciding placement, easing transition, and interpreting district policies. Assists students in developing individual four year high school plans. Works cooperatively with other counselors to ease transition of students to junior high and high school. Conducts pre-registration of course for the following year at each grade level in student conferences. Initiates schedule changes to accommodate needs of students. Checks student transcripts for correct course placement and accuracy to ensure that state and district requirements are fulfilled before graduation. Provides current information on reference guides and colleges and maintain appropriate career information for students. Coordinates and/or assists the college scholarship process. Assists student with the application process for college admission, scholarships, financial aid, alternative post high school training, including letters of recommendation. Plans, coordinates, and/or assists with informational sessions for collegiate, military, and other post secondary opportunities. Assists the principal in organizing commencement ceremonies, awards, activities, and other student related programs. Works closely with the homebound teachers, diagnosticians, visiting teacher, and all auxiliary personnel to help students with special problems. Professional Growth and Development Participates in inservice programs. Attends workshops and participates in local, state or national professional organizations. Utilizes and shares information in professional development programs. Conducts oneself in a professional, ethical manner in accordance with generally accepted standards; complies with TEA code. School/Community Relations Cooperates in the role of counselor with appropriate agencies, community groups, and school organizations. Organizes and conducts parent meetings when there is an interest or need. Works cooperatively with and coordinates the use of community referral services. Other Performs all duties in a safe manner to avoid injury to oneself and/or others. Performs other duties as requested by immediate supervisor.
