Electrical & Instrumentation Technician – Journey Level Location: SOLID WASTE MANAGEMENT DEPARTMENT, ENERGY RECOVERY SECTION, MAINTENANCE GROUP, PUENTE HILLS GAS-TO-ENERGY FACILITY, WHITTIER. ESSENTIAL FUNCTIONS Assembles, installs, maintains, calibrates, troubleshoots, and repairs electrical, electronic, mechanical, pneumatic, hydraulic, digital, and analog control equipment and systems. Operates, maintains, calibrates, and repairs pneumatic, electronic, and computerized testing and measuring instruments. Maintains records and prepares reports of maintenance, calibration, and repair activities. Reads, interprets, and prepares schematic diagrams, wiring diagrams, blueprints, P&IDs, loop sheets, sketches, and equipment specifications. Orders and tracks parts, supplies, materials, and equipment. Instructs apprentices or lower-level staff in technical proficiency and safe work practices. Performs trade‑related mathematical calculations to accurately size, adjust, calibrate, and verify equipment and system parameters. Maintains shop areas, tools, and equipment in a safe, organized environment. Drives to and inspects new construction sites and equipment installations to verify compliance with design requirements and safety regulations. MINIMUM QUALIFICATIONS Valid California Class C Driver’s License. Four (4) years of experience as an Electrical & Instrumentation Technician on progressively responsible installation, maintenance, and repair work. Substitution options for experience: 12 semester units of college coursework or one year of a two‑year degree/program can substitute for one year of experience. Completion of a two‑year degree/program can substitute for two years of experience. DESIRABLE QUALIFICATIONS Knowledge of NFPA70E safe work practices. ASSESSMENT CRITERIA – KNOWLEDGE OF Electrical theories and principles. AC/DC power systems, circuit protection, grounding, motor control fundamentals. Operation and characteristics of common electrical components. Electronic, digital, and analog control equipment and their signal generation and processing. Instrumentation and process control systems, including PLCs, DCS, control loops, PID behavior, interlocks, alarms, and plant control logic. Mechanical, pneumatic, and hydraulic systems and their physical principles. Plant operational systems and power‑generation processes, and how they interact with electrical and instrumentation components. Maintenance, troubleshooting, calibration, and testing methods for various equipment. Applicable safety practices and regulatory requirements (e.g., NFPA 70/70E, OSHA, arc‑flash protocols, lockout/tagout). ASSESSMENT CRITERIA – ABILITY TO Diagnose, troubleshoot, and repair electrical, electronic, and control systems using diagnostic tools and systematic problem‑solving methods. Install, maintain, calibrate, and adjust instrumentation components to ensure accurate operation. Interpret and prepare technical documentation to plan and document work. Apply trade mathematics to perform accurate measurements, calibrations, and adjustments. Use specialized tools safely and effectively. Perform complex maintenance and operational assignments independently, complying with safety standards. Maintain accurate records and produce clear, concise documentation.
