Electronic Security System SME Onsite Location: Washington, D.C. Position Type: Contract Position Duration: One Year To ensure flawless execution of the project, the Electronic Security System SME should have the following qualifications, skills, and professional certifications. Responsibilities Act as the primary liaison to the Contracting Officer Representative (COR), responding to inquiries within one hour of notification. Make real‑time decisions regarding daily operations, compliance, and task execution. Oversee the technical integrity, database architectures, and back‑end configurations of the security platforms, and manage day‑to‑day data entry and cross‑system migrations without interruption. Develop, track, and weekly update a comprehensive final project schedule using Gantt charts to guide the installation and upgrade strategy. Develop and implement the internal Quality Control Plan (QCP), establishing a strict task inspection program, deficiency management loops, and key control rules. Coordinate and attend all milestones: Post‑Award Kickoff, bi‑weekly Progress Meetings, Mobilization, Walk‑Through, and Closeout sessions. Manage formal change control procedures regarding project scope, scheduling alignments, or material cost impacts. Supervise the daily operations of the integrated Building 200 and 210 LENEL OnGuard Security Management Software (SMS). Execute system migrations ensuring 100% database continuity, preserving all legacy cardholder records, badge workflows, alarm rules, and graphic mapping features. Build and deliver standardized, chronological report tracking mechanisms for the Maintenance Service Database and Warranty Service Database within Microsoft Excel/Access formats. Formulate and isolate ad‑hoc ESS Status Reports (snapshots of communication paths, workstation endpoints, and switches) within two hours of a COR query. Maintain out‑of‑hours administration and technical capabilities to assist emergency unscheduled workflows when requested. Perform quarterly DISA Security Technical Implementation Guide (STIG) baseline system sweeps, scanning, and remediation applications across all active ESS endpoints. Conduct rapid patch deployment and system fixes tied directly to the Information Assurance Vulnerability Management (IAVM) framework. Responsible for the hands‑on physical installation, wiring modifications, hardware optimization, and recurring testing of all system‑wide access, intrusion, and video control elements. Enforce factory password removal protocols on all deployed IP cameras, server operating environments, user workstations, and managed switches; coordinate unique credentials directly with the COR. Audit physical hardware to verify that all peripheral wireless vectors (Wi‑Fi, Bluetooth), unapproved remote pathways, and audio capabilities are permanently disabled. Handle cyber hardening, network control validation, and vulnerability remediations, coordinating tightly with the Strategic Systems Programs Chief Information Officer (SPCIO) to obtain and hold the system's Authority to Operate (ATO). Compile and deliver cyber compliance portfolios to the SPCIO for strict verification and credential tracking. IDS Refurbishment: Displace legacy components to systematically install Bosch TAA/BAA compliant motion sensors, DMP XR550 series control panels, and Magnasphere high‑security balanced magnetic switches. VMS & CCTV Upgrades: Deploy rack‑mountable Milestone NVRs and mount certified Axis PoE IP cameras with optimized licensing, structured cabling, and PoE+ managed switches. Physical Cabling & Layout: Run, terminate, and test CAT6/multi‑mode fiber connections behind ceiling grids; deploy inline PoE extenders and 120V receptacles for distances extending past 100 meters. Ensure perimeter penetrations conform precisely to ICD 705 requirements. Sustainment Logs: Run semi‑annual preventive maintenance routines (dusting media cabinets, checking backup batteries, cleaning server fans) and document historical logs per zone. Unscheduled Service Calls: Participate in a call‑out rotation to execute on‑site emergency repairs within standard response constraints outside business hours. Manage the on‑site Public Works Department (PWD/NAVFAC) work order log, recording tracking numbers, submission velocities, POC names, and formal closure summaries. Process installation access data, coordinate birth/identity information updates with the Security Office, and file Visitor Authorization Requests (VARs) five days prior to site visits. Perform document management for all Contract Data Requirements Lists (CDRLs), processing submissions for preliminary concept review drawings, equipment lists, and warranty sheets. Log and organize completed technician worksheets and print zone contact lists every week to update the master record inventory. Required Qualifications & Skills Minimum of five years of experience in the supervision and management of Electronic Security Systems (ESS). Proven experience configuring, mapping, and administering enterprise‑level client‑server network architectures (specifically LENEL OnGuard platforms). Intensive experience executing DoD Risk Management Framework (RMF) steps, building STIG technical packages, and validating infrastructure against NIST SP 800‑171 parameters. Practical background in electronic troubleshooting, computer networking, fiber termination, and device bracket mounting. Must provide and maintain a dedicated individual mechanical hand toolset. Proficient in data entries across Microsoft Office programs, handling military style document structures, and archiving technical inventory lists. Certifications Must be actively certified at DoD 8570.01 / DoD 8140.01 IAT Level II. Completed official Lenel Installation Training Courses (Operator, System Administrator, Maintainer / Secure Infrastructure Architectures). Completed certified Lenel Maintenance track training. Security Clearance Active, adjudicated SECRET security clearance.
