Project Overview

The National Marine Fisheries Service, a bureau of the National Oceanic and Atmospheric Administration under the Department of Commerce, provides science-based stewardship of the nation's living marine resources and their habitat. The Alaska Region is one of five regional offices that together support marine resource management in all Federal waters. Alaska's fisheries contribute to $6.5 billion per year in economic output and provide more than 60% of the total United States seafood harvest.

The Integrated Fisheries Application (IFA) is a new online centralized system developed by NOAA Fisheries' Alaska Region to manage fisheries permits and programs. IFA development is the Alaska Region's largest software development project and is currently mid-stream, with contractors having played a significant role in the design, development, and implementation of this effort in recent years. IFA seeks to consolidate multiple old local permitting software applications into a single cloud-based application, with the aim of modernizing the region's technological infrastructure, simplifying business processes, and holistically implementing the Alaska Region's nine catch share programs and its associated fisheries management business processes.

Job Responsibilities

• Leads lower-level analyst/programmers and other technical staff on a large, complex internal development project
• Serves as lead analyst/programmer on numerous smaller projects and systems.
• Directs program development in complex applications and systems where existing architectures and techniques provide little guidance.
• Consults with user management and technical staff as necessary to clarify program intent, identify problems, suggest changes, and determine required coding.
• Assigns, coordinates and reviews work of lower-level analyst/programmers in advanced techniques.
• Prescribes standard to simplify interpretation of programs and documentations.
• Supervises preparation of records and reports.
• Maintain detailed and comprehensive knowledge of employer's applications and systems.
• A wide degree of creativity and latitude is expected.
• Proficiency in programming languages.
• Knowledge and experience with NOAA Fisheries and Alaska Fisheries.
