Personal Property Appraiser
Person County Government is seeking a detail-oriented and customer-focused Personal Property Appraiser to join the Tax Administration team. This position performs advanced administrative, appraisal, research, and public service work in support of the County's property tax assessment and compliance functions. This position operates with considerable independence under general supervision, requiring the employee to develop effective work methods, establish priorities, interpret regulations, and exercise sound judgment in resolving appraisal and taxpayer issues.
The starting salary will be determined with consideration given to both the candidate's educational background and relevant work experience.
Must possess a valid driver's license and have an acceptable driving record per County policy.
This is a non-exempt position working 37.5 hours weekly/1950 hours annually.
Essential Functions
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Processes listing forms to determine if they are complete and accurate; determines values for personal property utilizing state schedules; determines values for mobile homes, unregistered motor vehicles, boats, and farm equipment; mails out late listing statements and assigns late listing penalties when appropriate; enters data from listing forms into data base to create tax bills.
- Processes real and personal property discoveries and releases; maintains data base as necessary.
- Reviews applications, meets with property owners and determines elderly disabled and disabled veteran exclusions according to state laws and regulations.
- Interprets recorded deeds to determine property to be transferred; corresponds with attorneys or others as necessary to ensure accurate information; updates records in data base and manually; determines where to move personal property; transfers property into new ownership names in data base; sends out sales questionnaires to new owners to determine status of sales for sales ratio use.
- Performs deferred billing for present value property when the exemption is discontinued.
- Assists the public with a wide variety of information including acreage discrepancies, ownership, personal property listed or billed in more than one county, etc.
- Compiles and research information and prepares a variety of records and reports including compiling releases and refunds.
- Provides back up on changes valuation for motor vehicles based on odometer readings; pro-rates tax bills when tags are turned in; makes situs changes for releases.
- Performs related work as assigned.
Minimum Education and Experience Requirements
- Associate's Degree in Accounting, Business Administration or related discipline.
- One (1) year of accounting, tax or related experience or an equivalent combination of education, training and experience.

- None.
