I. POSITION FUNCTION SUMMARY:

Under the direction of the County Assessor, Chief Deputy Assessor, Chief Appraiser and/or Senior Appraiser the Appraiser Technician provides performs a variety of entry level para-professional property assessment duties related to the appraisal of improved and unimproved rural, residential, commercial, industrial, mobile home, livestock and personal property to determine market value for county tax purposes. JOB DUTIES :

Perform field inspections of properties within Taos County. Collect information based on IAAO standards and industry-recognized appraisal methodologies. Verify land characteristics. Measure, determine quality and condition of improvements. Document gathered data and assist in determining value and usage of both improved and unimproved properties. Ensure accurate assessments to fairly reflect legally defensible property values. Photograph and measure all improvements in sufficient detail and accuracy; sketch all structures to scale. Enter collected data into the AS400 computer program determined by one or more appraisal methods (depending on property type and usage) sales comparison data via MLS / Paragon 5 and/or sales affidavits, cost approach by CoreLogic Residential Handbook or Marshall & Swift Valuation Manual, income based on projections and/or actual historical income streams. Must become familiarized with all common assessment tools in addition to those referenced above, including GIS information, Connect Explorer / Eagleview, Google Earth and Maps, other mapping systems, overlays, topographic and flood plain maps, etc. Adhere to the Appraisal Foundation’s Uniform Standards of Professional Appraisal Practice (USPAP). Develop interpretation skills regarding various agency-issued building permits (State of New Mexico Construction Industries Division, Taos County Planning Department, Village of Taos Ski Valley, etc.) Capably read blueprints, home floor plans, architectural properties, as well as business personal property, manufactured housing and miscellaneous structures, unimproved land and mixed-use properties. Follow all New Mexico Taxation and Revenue Laws and Regulations. Complete all residential property sales reappraisals by the end of the calendar year of the sale transaction date. Complete all building permit property inspections in a timely manner. Review properties to determine eligibility for Special Methods of Valuation, including business personal property, livestock renderings and agricultural use applications. Keep abreast of changes to land market area values and acreage ranges. Conduct all interpersonal communications in a professional and courteous manner; perform all job duties as accurately and efficiently; work effectively with fellow employees and the general public; communicate effectively by means of telephone, electronic messaging and in person. Travel to various destinations throughout Taos County using a Taos County vehicle abiding all traffic laws. Performs other duties as assigned and which are deemed necessary or desirable by Taos County. IV. POSITION SPECIFICATIONS:

This position is non-exempt under the provisions of the Fair Labor Standards Act and is subject to the organization’s policies and procedures pertaining to overtime hours. Independence of Action; Supervision Received: The Appraiser Technician works under general supervision of the Taos County Assessor, Taos County Deputy Assessor, Chief Appraiser and/or Senior Appraiser. Employee may work alone on routine work and checks with supervisor only when in doubt. Production generally precedes a check on the quality control. Established methods and procedures are clearly established, and general instructions provided. Supervision Exercised: The Appraiser Technician is responsible for own work and has no supervisory authority or responsibility; although the Appraiser Technician may be responsible for organizing and reviewing the work of volunteers or others working on special projects s/he is overseeing that are assigned by the position’s supervisor. Coordination and Cooperation with Internal and External Parties: Internal: Responds to requests for information from the Taos County Assessor, Taos County Deputy Assessor, Chief Appraiser and/or Senior Appraiser, and works with other department staff on issues and special projects that may have a moderate impact on provision of Taos County’s programs and services. External: Employee has a moderate amount of independent contact with external parties. Under direction of the Taos County Assessor, Taos County Deputy Assessor, Chief Appraiser and/or Senior Appraiser, may work with external vendors, applicants, agencies, and others to provide accurate services.

V. POSITION AUTHORITIES AND ACCOUNTABILITIES:

Position has moderate level of line responsibility and moderate authority to make independent decisions over an assigned function. A person in this position regularly takes responsibility for a key operation or function due to their level of accountability . General: Position has moderate level responsibility for equipment & other assets, material s, and supplies; proper utilization is required plus accountability for first- level maintenance may be required. Budgetary/Financial Authority and Accountability: Position has low to no level of accountability for budgetary or financial decisions, and decisions will have a low level of impact on resource utilization within Taos County.
