Deputy Program Manager

Summary The Deputy Program Manager is a full-time onsite key leader responsible for oversight of contract operations across the NBC facilities in coordination with the Program Manager. The DPM assumes all Program Manager duties and decision authority during the PM's absence and is accountable for assigned work performed in accordance with contractual requirements, performance requirements, and customer feedback requirements. Responsibilities Coordinate with the Program Manager to oversee day-to-day contract operations across all NBC facilities and maintain consistent execution of contractual and performance requirements. Assume the Program Manager's duties and decision authority whenever the PM is absent. Plan and implement project activities and resources, meet deadlines, and sustain operational agility through changing priorities, workload conditions, and unexpected events. Establish performance standards, assign tasks to managers and staff, supervise managers and production personnel, support training and staff development, and track performance. Assess contract compliance, review work against organizational objectives, and formulate and implement recovery plans for work alterations, emergencies, program disruptions, production impacts, schedule changes, and unanticipated events. Develop complex statistical analyses, cost estimates, and analytical reports for operational and management decision-making. Coordinate with Government and contractor representatives, support fact-finding for special projects, respond promptly to Government inquiries, and present oral briefings to USCIS management officials. Prepare and revise standard operating procedures and support consistent implementation across the program. Identify significant issues, take corrective action on concerns raised by the Program Manager or COR, and recommend improvements to quality, cost, and process efficiency. Monitor customer satisfaction and support development of operating procedures, policies, training requirements, quality controls, and corrective actions. Basic Qualifications At least 10 years of comprehensive business or operations experience, or a bachelor's degree in program management, business or public administration, technical management, information systems, finance, accounting, or a related field. Working knowledge of quality assurance principles and methodologies. If using a PMI Project Management Professional certification in place of the educational requirement, provide the PMP certification number and date, possess 10 years of comprehensive project management experience, and have at least three years of overall project management experience in a Government contracts environment. Demonstrated experience coordinating activities and resources, preparing complex analytical products, making sound decisions, communicating with senior stakeholders, and responding effectively under pressure. Active Secret security clearance and ability to satisfy all USCIS suitability and badging requirements. Core Competencies Leadership and accountability in a complex, high-volume operating environment PWS Conditions Must be able to attend in-person meetings at the NBC within two consecutive business hours after Government notification. Must maintain qualifications and skill levels that meet or exceed the PWS throughout performance. The final solicitation and resulting contract will control if any requirement changes from the draft PWS. Must be a US Citizen. This position requires an active Secret clearance. Prolonged periods of sitting at a desk and working on a computer; may occasionally require standing or moving about the office for extended periods.
