Summary This position is in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA). The incumbent of this Supervisory Accountant position performs a variety of complex accounting duties, utilizing a professional knowledge of accounting principles and procedures in carrying out assignments. This position is outside the bargaining unit. Responsibilities Duties for this Position Include: Performs the full range of supervisory responsibilities, including but not limited to the following: planning and directing work of subordinates, setting and adjusting priorities and establishing deadlines for completion of work. Assigning work to subordinates based on knowledge and skill levels, priorities, difficulty and other requirements of assignments. Developing and/or assisting in the development of performance standards and evaluating subordinate performance. Providing instruction, advice or counsel to subordinates on both work related and administrative issues; hearing and resolving complaints from employees. Issuing minor disciplinary actions, including oral and written warnings and reprimands, as well as recommending action to superiors in more serious cases. Identifying training needs of employees, providing or arranging for necessary developmental opportunities. Provides guidance and leadership to staff and client organizations on resolving technical problems involving accounting principles and techniques. Reviews and analyzes various financial management reports and data to identify the cause of transaction variances, problems, and potential problems related to financial records. Identifies weaknesses and problems and develops recommendations and/or requirements for revisions or modifications to existing financial management and reporting processes to improve Employment & Training Administration's (ETA's) accounting, financial management, reporting functions, and processes. Reviews documents and coordinates with the ETA and Department of Labor (DOL) Offices to include reviewing accounting, financial management, analysis and reporting, as well as audit issues from the Office of the Chief Financial Officer (OCFO), financial statement auditors, Office of the Inspector General (OIG), DOL offices, Office of Management and Budget (OMB), Treasury, Government Accountability Office (GAO) and other agencies and offices as needed; drafts appropriate responses. Requirements Conditions of Employment Qualifications Basic Requirements for Occupational Series 0510 Accountant: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") -OR- B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Basic Requirements described above, you must have the Specialized Experience described below. For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized Experience includes ALL of the following: Propose or recommend strategies to improve accounting or program activities to address complex issues to senior management. Provide senior-level oversight to identify, investigate, and resolve audit findings and lead the development and implementation of corrective action plans. Coordinate and guide the work of staff in analyzing financial data to ensure adherence to regulations, directives, fiscal and accounting theories, concepts, principles and procedures. Utilize oral and written communication to effectively disseminate complex accounting and financial analysis to a wide range of audiences.
