Senior Manager Regional Operations, Southwest

Basic Function

HF Sinclair Midstream located in Artesia, NM is seeking a Senior Manager, Regional Operations, Southwest. This position will be responsible for the safe, reliable, compliant, and cost-effective operation of all assigned pipeline, terminal, pump station, storage, and related midstream assets within the Southwest Region. This position provides direct regional leadership over operations, maintenance coordination, workforce performance, regulatory compliance, process safety, reliability, budget execution, and operating discipline. The role serves as the senior field operations leader and the Company’s primary representative on the ground for the region, with responsibility for transforming the operating culture into a more professional, accountable, standards-based, and performance-driven organization.

Job Duties

(functions considered essential as defined by ADA) 

  • Responsible for the maintenance and operation of all pipelines, terminals, pump stations, storage facilities, and related assets within the assigned Southwest Region and ensures maintenance activities align with operational, regulatory, reliability, and safety requirements.
  • Ensures pipeline and terminal systems function at all times in a safe, reliable, environmentally responsible, and efficient manner; transportation schedules and product quality requirements are met; operating procedures are followed; and applicable rules, regulations, and company standards are adhered to.
  • Provides visible field leadership through routine site visits, field observations, employee engagement, and verification of operating conditions, work execution, housekeeping, procedural use, and supervisory effectiveness.
  • Leads the region with an uncompromising commitment to personal safety, environmental stewardship, process safety, stop-work authority, hazard recognition, incident reporting, corrective action closure, and prevention of repeat events.
  • Drives process safety culture and operating discipline by reinforcing procedural compliance, management of change, incident investigation participation, lessons learned, abnormal operating condition response, and accountability for follow-through.
  • Establishes and drives regional key performance indicators related to safety, process safety, environmental performance, reliability, maintenance execution, compliance, cost, overtime, training, corrective actions, operating discipline, and workforce productivity.
  • Uses KPI scorecards, field observations, incident trends, reliability data, budget performance, compliance results, and workforce assessments to identify performance gaps and implement sustainable corrective actions.
  • Leads deliberate culture transformation across the region by correcting informal work practices, inconsistent standards, and behaviors that do not align with company expectations, policies, or professional operating standards.
  • Sets clear expectations for attendance, communication, field presence, documentation quality, training completion, procedure adherence, housekeeping, leadership behavior, and employee accountability.
  • Holds supervisors and employees accountable for performance, safe work execution, policy compliance, training completion, operating discipline, corrective action completion, and professional conduct.
  • Oversees the activities of terminal, pipeline, pump station, and field personnel throughout the assigned area and ensures supervisors are effectively leading, coaching, evaluating, and developing their teams.
  • Conducts workforce capability evaluations to identify training needs, performance gaps, succession risks, leadership gaps, and organizational improvement opportunities.
  • Ensures required training, operator qualification, procedure reviews, emergency response training, safety and environmental training, and role-specific competency development are completed and documented.
  • Partners with Control Center, Scheduling, Measurement, Maintenance, Engineering, Integrity, HSE, Commercial, Regulatory, and other support organizations to ensure regional alignment, execution, and timely resolution of operational issues.
  • Drives reliability improvement for critical assets including pumps, valves, tanks, meters, automation, instrumentation, terminals, pump stations, and pipeline facilities; ensures deficiencies, abnormal conditions, leaks, inspection findings, and repeat failures are documented, prioritized, and resolved.

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 15 years of progressive midstream, pipeline, terminal, refinery, logistics, maintenance, or operations leadership experience is required. Significant experience leading field-based operations teams in a regulated operating environment is required. Demonstrated experience managing safety, compliance, budgets, workforce performance, operational reliability, emergency response, and organizational change is required.

PREFFERED EXPERIENCE

20 years of industry experience is preferred. Prior regional leadership experience over multiple terminals, pipelines, pump stations, storage facilities, or field operations groups is preferred. Experience improving underperforming teams, correcting inconsistent work practices, and establishing sustainable accountability in a challenging operating culture is strongly preferred.

Education Level

A minimum of a Bachelor’s Degree or equivalent experience in lieu of a degree (e.g. four years) is required.

Required Skills

General understanding of corporate governance practices and regulatory compliance including State, Federal, and other government authorities. Advanced ability to lead and direct the work of other associates; set expectations; verify performance; hold supervisors and employees accountable; and communicate effectively with all levels of the organization. Strong understanding of pipeline, terminal, storage, field operations, safety, environmental, process safety, reliability, budget management, cost control, emergency response, maintenance coordination, workforce development, and operational discipline. Ability to analyze KPIs, budgets, maintenance trends, reliability data, incident trends, compliance results, and workforce performance information. Advanced interpersonal, presentation, negotiation, organizational, conflict resolution, coaching, and written and verbal communication skills are required. Ability to make timely decisions in high-pressure operational situations and execute multiple priorities and projects.

PREFERRED SKILLS:

Advanced knowledge and special training in Pipeline Operations, Terminal Operations, Construction, Maintenance, Product Movement, Process Safety, Regulatory Compliance, Integrity Management, Emergency Response, Operational Excellence, Reliability Improvement, and Budget Management are preferred. Experience leading culture change, standardization, and performance improvement initiatives across multiple locations is preferred.

Supervisory/Managerial Responsibility

Responsible for the supervision, leadership, evaluation, development, and accountability of regional operations supervisors, field personnel, terminal personnel, pipeline personnel, and other assigned employees or contractors within the Southwest Region.

Work Conditions

Office based with frequent field presence and travel up to 50% of the time by land and air is required. Out-of-door environment and driver based environment, including but not limited to chemicals, pressure vessels, tanks, pipeline facilities, pump stations, rotating equipment, terminal operations, construction and maintenance work areas. Subject to all temperatures, weather, and varying road conditions.

Physical Requirements

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise finger and hand movements, reaching or grasping, lifting and/or carrying up to 20lbs, climbing up to 40ft, ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driver’s license and proof of insurance required, perceiving color differences, and the ability to wear personal protective equipment (beards not permitted).
