Introduction The Project Manager(s) position is located in Northern Virginia and the Project Manager must be present during regular hours during the workweek. The Project Manager shall provide contract oversight between 6:00 am and 6:00 pm; at a minimum, competent supervisory staff may also be present for evening shifts. The Project Manager shall have the authority to hire and terminate employees and can make purchases to accomplish the performance work statement. Key Responsibilities Knowledge of government Operations & Maintenance contracts Management and scheduling of work to be performed under this requirement Possess at least five (5) years of recent experience (within the past 7 years) in the project management of Operations and Maintenance facilities-type operations of facilities that range with a minimum of 100,000 square feet to 130,000 square feet Oversee custodial, landscaping, and facilities operations and maintenance services Core working hours are between 6:00 am and 6:00 pm; it is a full‑time position offering a competitive salary and a comprehensive benefits package Complete criminal history information background check Responsible for the successful operation, scheduling, and financial management of a significant total facilities management contract (greater than $3 million). This position is supervised by the Senior Vice President of Total Facilities Management Ensure quality, safe, and efficient operations are maintained at the assigned contract location, according to statements of work and established costing and budget Directly supervise Assistant Project Manager, Office Assistant (where applicable), and all Foremen at the assigned site. Supervisory duties include preparing and discussing performance evaluations for all assigned staff, ensuring evaluations are completed, approving vacation and sick leave requests, and making recommendations for work assignments, disciplinary matters, and other personnel actions Maintain contact and positive communications with the Government Contracting Officer’s Representative (COR) and tenant representatives to ensure work is performed per contract specifications and keep them informed of any problems or schedule changes. Submit notes to Contract Services on meetings within two (2) working days Coordinate direct and conduct required staff training, including quality control, security, supervisory personnel, and crews in the use of proper methods, techniques, materials, and equipment. Review corporate training schedules with new staff as required by Melwood. Conduct interviews for new and vacant positions and recommend hiring to the Vice President of Facilities Management Services Ensure proper scheduling of employees and sub‑contractors to fulfill all contract requirements satisfactorily Supervise time‑trial process every six months as specified on the published schedule or as needed. Ensure all new employees are time‑trialed within the first thirty days of hire or transfer to the site. Submit all time‑trial results to Contract Services and review current norm times to ensure they fall within an acceptable standard Oversee preparation of quality control, security and snow plans, work schedules, and other reports required to fulfill the contract requirements, including security forms, forms for subcontract work, and snow removal documentation Conduct regular visits to all shifts at the assigned contract and submit timely reports to the Operations Manager and Senior Vice President of Total Facilities Management Review supply and equipment requests to ensure supplies and equipment are used efficiently and within fiscal guidelines. Ensure security, identification marking, care, and proper use of supplies, equipment, and vehicles (where applicable) are part of the regularly scheduled inspection process. Arrange for equipment maintenance needs in coordination with the Purchasing Manager Ensure crew and staff time sheets are accurate and timely, reflecting proper leave use and authorized overtime Review uniform, mop, and equipment rental invoices for accuracy. Review all supply direct shipment delivery tickets to ensure all items were received Act as the primary contact in case of an emergency, accident, incident, or worker problem at the contract. Provide initial investigation and report to Human Services. Ensure the accuracy and timeliness of contact sheets, incident/accident reports, workers’ compensation, and other required reports or records Ensure all other corporate administrative reports, documentation, and procedures are completed as required from the contract site Work closely with the Senior Vice President of Total Facilities Management in preparing yearly budgets, department goals, and contract pricing renewal packages to include preparing contract labor hour requirements and changes, developing supply and equipment requirements/changes, and other data required for contract pricing Facilitate/review safety training daily Follow up on quality control results and perform corrective actions Perform other duties as assigned Supervision Exercised The Project Manager supervises all staff at the assigned site. Supervision Received The incumbent is supervised by the senior vice president of total facilities management. Qualifications Some college coursework is required; bachelor's degree is preferred Minimum of five (5) years of supervisory experience with 15 or more employees Minimum of five (5) years of federal project management experience Recent experience in managing total facility management contract valued at $1,000,000 or more Experience in preparing budgets, pricing, quality control, and other contract plans and reports for sizeable custodial agreements Must possess basic Microsoft Office computer skills, particularly Word and Excel Good management, oral and written communication and people skills; experience dealing with high‑level government and industry personnel; basic computer knowledge Must be able to work varied hours, including evenings Must possess a valid driver’s license as driving may be required Knowledge of computerized maintenance management system (CMMS) Physical Qualifications The incumbent must be able to stand 50% of the work time and sit 50%, and lift/carry 30 pounds and push/pull 30 pounds These requirements are necessary to inspect work areas and carry out administrative duties Must be able to climb, stoop, kneel and reach to climb stairs; must be able to hear and speak to communicate with supervisors, staff, contract officials, etc. Good vision and depth perception are required to inspect work areas and drive properly #J-18808-Ljbffr Melwood
