Who We’re Looking For (Position Overview:)

Spry Methods is seeking an Program Analyst Requirements Manager to provide program analysis, requirements management, portfolio management, and integrated scheduling support for a complex federal mission. This key personnel position will support the Program Manager and Government stakeholders in establishing, maintaining, and executing portfolio and requirements management processes. The Program Analyst Requirements Manager will develop and maintain tools, methodologies, and documentation supporting requirements definition, prioritization, scheduling, cost analysis, performance tracking, and program execution. The role will also identify duplicative, inefficient, or disconnected requirements and processes and deliver timely analysis, reports, dashboards, and recommendations for Government review.

What Your Day-To-Day Looks Like (Position Responsibilities):

• Manage requirements intake, traceability, prioritization, adjudication, and status tracking.

• Maintain requirements repositories, portfolio health reports, and decision-support materials.

• Build and manage the Integrated Master Schedule in Microsoft Project, including milestones, dependencies, critical paths, and schedule risks.

• Develop cost, schedule, and performance dashboards, variance analyses, and program health metrics.

• Maintain risk, issue, and opportunity tracking and recommend mitigation actions.

• Support PPBE, acquisition planning, procurement, resource management, and program execution activities.

• Conduct market research and assist with acquisition strategies, technical requirements, and justification documentation.

• Identify process gaps, duplicative requirements, resource constraints, and cost-saving opportunities.

• Prepare executive reports and briefings that support senior-level decision-making.

• Coordinate with program managers, technical teams, and Government stakeholders to communicate risks, issues, dependencies, and priorities.

What You Need to Succeed (Minimum Requirements):

• TS/SCI clearance eligibility.

• Bachelor’s degree with at least eight years of relevant experience, master’s degree with at least six years of relevant experience, or PhD with at least three years of relevant experience.

• Experience leading large, complex Department of Defense or Federal Government projects.

• Experience developing and managing integrated schedules using Microsoft Project.

• Knowledge of Earned Value Management and project-control concepts.

• Experience managing the full change lifecycle, including identifying, evaluating, approving, monitoring, and documenting changes to processes and systems.

• Program management experience across requirements and capability development, acquisition, procurement, and resource management.

• Ability to synthesize complex information and produce comprehensive reports supporting senior-level decision-making.

Final compensation will be based on experience, qualifications, certifications, clearance level, and contract requirements.. This position is contingent upon contract award.
