- Applies advanced data science, statistical, mathematical, and computational theories, methods, and practices to analyze highly complex problems affect cyber.
- Adapts analytical models and techniques (i.e. machine learning, artificial intelligence, data mining, and visualization) to produce reliable and defensible analytic results for decision-making.
- Serves as expert leading highly complex analytical projects across unclassified and classified environments within tactical and strategic IT settings
- Evaluates multi-disciplinary issues with network systems, big data platforms, and security to assess network performance, control, resilience, and mission impact supporting the mission
- Analyzes advanced research techniques and science-based analytical methods to provide evaluation and briefings for leadership
- Transforms data from network sensors, enterprise systems, operational repositories and other authorized sources into actionable information for decision-support products.
- Conducts ongoing evaluation and monitoring of decision-support systems, analytical models, and statistical methods to assess mission performance.
- Recommends strategies for data collection, integration, retention, governance, access, and quality management.
- Applies business metric, performance measures, and analytical framework to identify, assess, validate, and monitor opportunities for improvement and performance.
- Coordinates with data owners to ensure the data used in analytic efforts complies with applicable legal, regulatory, privacy , record management, and information Security requirements.
- Independently determines resource requirements for assigned projects, and reviews technical report, summaries and briefs for senior leadership.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be capable of passing periodic Counter-Intelligence Polygraph (CI Poly) examinations with No Deception Indicated (NDI).
- Work may occasionally require travel away from the normal duty station up to 15% of the time
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [MilitaryAffairs Desk Officer (MADO) Security In-Processing (SIP) process.]
- This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
- This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
- This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
- Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing
- requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005,
- Cyber Excepted Service, Employment and Placement. While serving a probationary period the incumbent can be terminated with limited appeal rights.

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.

- Must be able to obtain and maintain a Top Secret with SCI security clearance.
- Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023.
