Completion of State approved plant mechanic journeyman Apprenticeship Program preferred. Considerable (5-7 years) varied, progressively responsible experience as journeyman machinist or plant mechanic maintaining and repairing facilities and equipment, a some (3-5 years) experience in a supervisory capacity directing skilled crew of machinist in a hydroelectric generating/pumping plant or related facility.License Requirement:Driver License: Possession of a valid California Class C Driver License may be required at the time of appointment. Under the direction of the O & M Manager, supervises, directs and leads staff in the performance of skilled mechanical maintenance and repair work on hydroelectric generating and pumping plant equipment and related facilities. Responsible for assigning daily tasks, enforcing safety regulations, troubleshooting complex equipment issues, and ensuring all mechanical projects are completed safely, efficiently, and to exact specification; Performs related work as may be required.Examples of duties: The duties listed are illustrative only and are not meant to be a complete and exhaustive listing of all of the duties and responsibilities of the classification; Plans, assigns, directs and supervises a skilled crew of Plant Mechanics and painter; schedules assignments; reviews monthly reports. Analyzes and evaluates operating interruptions and equipment malfunctions. Ensures safe clearance procedures are observed; reviews and makes recommendations for updates/revisions to the standard operating procedures. Conducts routine inspections to maintain a hazard-free work environment. Diagnose equipment failures or mechanical difficulties and implement effective repair strategies. Coordinates all major repairs, maintenance or testing with various agencies and internal divisions. Overhauls and repairs turbines, generators, motors, pumps, pressure regulators, valves, pipes, penstocks, and intakes. Dismantles, reconstructs machines, repairs and operates machinery. Provides reports to management on status of critical work and labor utilization. Prepares and issues safety clearances to place equipment in a safe condition for maintenance. Oversee preventative maintenance schedules and emergency repairs. Provides instruction, guidance and supervision to Plant Mechanics, supervises on-the-job-training for Apprentice Plant Mechanics. Conducts performance evaluations. Requisitions tools, parts and materials. Survey facilities for cleanliness. Other duties as may be assigned.Requires the Knowledge of: Crane operations and rigging equipment to move or place heavy equipment in repair and installation work. Dismantling, assembly, overhaul and repair of hydroelectric plant machinery and related equipment. Computerized Maintenance Management Systems (CMMS); uses CMMS to create, view, and update work orders. Directing the work of others. Performing repairs or maintenance using equipment such as hand or power tools, hydraulic presses or welding equipment. Interpreting blueprint, specifications or diagrams. Budget preparation, administration and monitoring departmental expenditures.Must possess the Ability to: Perform journey-level mechanical work in the installation, maintenance and repair of hydroelectric plant systems. Effectively apply the principles and techniques of supervision and training. Effectively prepare and deliver oral and written reports. Read and understand technical documents associated with mechanical equipment. Anticipate problems, develop new approaches and make innovative changes in work methods, techniques, and procedures. Apply functional characteristics and operating principles of large pump and generating plants and auxiliary machinery. Establish, oversee and apply job safety procedures, including lock-out/tag-out procedures, crane and rigging safety. Operate computer systems and software packages in the performance of assignments. Adapt plans to meet unforeseen schedule or project challenges. Communicate effectively orally and in writing. Establish and maintain cooperative working relationships. Set performance standards and monitor performance. Regularly and consistently meet schedule and attendance requirements. Provide guidance and direction including setting performance standards and monitoring performance. Follow instructions, work independently.Typical Physical Activities include, but are not limited to: Works around or uses potentially hazardous material, requiring the use of specialized protective equipment. Travels frequently by automobile in conducting Authority business. Work in confined spaces in extreme temperatures and wet areas. Frequently climb, stoop, kneel and crouch; high level of repetitive motor function dexterity. Must be able to carry, push, pull, and lift equipment and parts weighing up to 50 pounds. Communicates orally with co-workers in face-to-face, one-to-one and group settings. Regularly uses trucks, cranes, fork lifts, and precision machine tools. Visual acuity must allow basic color distinction, shades of color differentials, and depth perception. Hearing within normal ranges. Regularly uses a telephone for communication. Uses office equipment such as computer terminals, copiers, and Fax machines.Environmental Factors include: Exposure to the sun: 10% or less work time spent outside a building and exposed to the sun. Humidity: May work in areas with unusually high humidity. Wetness: Less than 10% of the work time getting part or all of the body and/or clothing wet. Work above floor level: Some work done on ladders or other surfaces from 4 to 12 feet above the ground. Noise: Occasional work around unusually loud sounds.
