CARAS Grant Lead

Job Description and Duties

Under general direction of the Manager, Community Assistance and Risk Awareness Section (CARAS), Supervising Engineer, Water Resources, the incumbent will serve as a Senior Engineer (Specialist), Water Resources. The incumbent is responsible for planning, organizing, directing, and coordinating the work of the CARAS, including services provided by consultants. The CARAS is responsible for managing grant programs and assisting communities, dam owners and operators in enhancing, repairing, and increasing public safety. In addition to general grant management, the incumbent will develop grant guidelines, proposal solicitations packages, grant regulations, templates, engineering project ranking criteria, and adhere to the California Water Code.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Excellent written and oral communication and coordination skills are important for this position because the incumbent must be able to work with other federal, State, local, private entities, and the public for the implementation of dam safety grant management. Experience with management of consultant contracts and DWR budget and resource planning processes, including management of both general funds and grant funds. Strong background in hydrology and hydraulics, along with general knowledge of federal, State, and regional flood risk management regulations and strategies.
