The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 505 Combat Training Squadron (CTS), Joint Planning/Effects Branch.

Duties:

• Plans, organizes, and directs the activities of the 505 CTS Joint Planning and Effects Branch, ensuring that exercise design, planning, and execution complies with legal and regulatory requirements and meets training audience needs.
• Exercises supervisory personnel management responsibilities.
• Represents 505 CTS with a variety of installation and functional area organizations.
• Supports the planning, direction, coordination, review, and evaluation of 20 or more annual service level and DoD/JCS level exercises and events supporting GCC and Air Component training.

• Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
• The employee may be required to work other than normal duty hours, which may include evening, weekend, holidays and/or overtime and in some cases with no-notice due to urgency of time sensitive matters.
• The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.

Qualifications

Conditions of Employment:

• Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required temporary duty throughout the world including remote locations with limited facilities. These temporary duty assignments could range from short durations to 30 days, and longer, but are typically less than 30 days. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative that the incumbent have an unlimited ability to perform such travel.
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the comprehensive range of joint and service specific operations / doctrine, joint targeting processes as well as the Joint Force Commander's / Joint Force Land Component Commander's / Joint Force Air Component Commander's (JFC/JFLCC/JFACC) Decision Cycle and battle rhythm. Knowledge of policies, practices, regulations, and laws concerning the program management process and Initiatives; safety and security regulations, practices, and procedures. Knowledge of the processes for planning, coordinating, and executing training through the Joint Training System (JTS) methodology, to include Universal Joint Task List (UJTL), mission-essential tasks (METs), and the Joint Event Life Cycle (JELC) process.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the comprehensive range of joint and service specific operations / doctrine, joint targeting processes as well as the Joint Force Commander's / Joint Force Land Component Commander's / Joint Force Air Component Commander's (JFC/JFLCC/JFACC) Decision Cycle and battle rhythm.
2. Knowledge of policies, practices, regulations, and laws concerning the program management process and Initiatives; safety and security regulations, practices, and procedures.
3. Knowledge of the processes for planning, coordinating, and executing training through the Joint Training System (JTS) methodology, to include Universal Joint Task List (UJTL), mission-essential tasks (METs), and the Joint Event Life Cycle (JELC) process.
4. Skill in gathering, assembling, and analyzing facts; drawing conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
5. Ability to lead, supervise, plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Ability to communicate effectively, both orally and in writing. Specific skills are writing Orders, build PowerPoint presentations for general officers, and building staff packages.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
