As a Supervisory Research Fish Biologist, you will perform the following duties:

• Serve as Division Director of the Sustainable Fisheries Division (SFD) at the Southeast Fisheries Science Center (SEFSC). Responsible for developing and coordinating scientific advice in support of the Gulf of Fishery Management Council, Caribbean Fishery Management Council, South Atlantic Fishery Management Council, National Oceanic and Atmospheric Administration (NOAA) Fisheries Highly Migratory Species (HMS), and the International Commission for the Conversation of Atlantic Tunas (ICCAT). Serve as a member of the SEFSC Senior Management Team, engaging in productive and collaborative discussions to achieve the SEFSC mission. Participate on inter-agency and intra-agency planning and coordination teams. Serve as agency spokesperson and foster cooperation within the National Marine Fisheries Service (NMFS) and with outside agencies, including constituents.
• Exercise delegated managerial authority for the development of annual activity and staffing plans, with the aim of executing priority activities in support of the Department's Strategic Goals and SEFSC Director's Annual Guidance Memorandum. Provide leadership in planning and executing a multi-million-dollar annual budget. Ensure the division complies with legal and reporting obligations, the Privacy Act, and other applicable statutes, including the requirements of governmental and other suppliers of data to the Agency, to ensure the confidentiality of Personally Identifiable Information and Business Identifiable Information.
• Direct the completion of stock assessments, management strategy evaluations, related research and other special projects. Identify important issues relating to science-based management of marine resources and ecosystems, and engage in research to address them, either individually or as part of a team. Ensure SFD is responsive to information needs of the Councils and their subsidiary bodies and the NOAA Fisheries Southeast Regional Office. Guide development of research reports, manuscripts, and peer-review publications by staff. Participate on inter-agency and intra-agency planning and coordination teams. Serve as agency spokesperson and foster cooperation within the National Marine Fisheries Service (NMFS) and with outside agencies, including constituents.
• Serve as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors. Make or approve selections for subordinate nonsupervisory positions and recommend selections for subordinate supervisory positions and for work leader, group leader, or project director positions responsible for coordinating the work of others. Hear and resolve grievances or employee complaints and review and approve serious disciplinary actions involving nonsupervisory subordinates. Maximize employee performance through leveraging individual talent and maintaining a culture of performance, accountability and collaboration.

POSITION REQUIREMENTS:

• This position requires the operation of a Federal motor vehicle.

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-5 is equivalent to the GS-15.

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one full year (52 weeks) of specialized in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements:

To qualify for the 0482 series :

EDUCATION:

A. Degree: major in biological science that included:

• At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and
• At least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.)

OR

B. Combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

• Coordinating or directing a research program or project involving marine ecosystem or fisheries science; and
• Coordinating the sharing of scientific information or guidance between stakeholders.

Substitution of education for specialized experience is not applicable to this vacancy.

Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 ($192,332 - $197,200) which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.
